As calls for a Caribbean federated cloud grow louder, SIPRONE points to the missing building block: verifiable legal ownership of the infrastructure itself.

Many organisations in the region run critical systems on infrastructure they do not own, under terms they do not set, in jurisdictions they did not choose. Data that sits physically in the region but legally belongs to a foreign party is not sovereign data. Doing nothing is also a choice: a choice for continued dependency, on terms decided elsewhere.

Trust is not control

Vendor promises about privacy and compliance are no substitute for verifiable control. For a board, the question is not whether the vendor can be trusted, but whether the board itself can demonstrate to regulators, citizens and shareholders where its data legally resides, which law governs it, and who holds authority over it. A board that cannot answer that question does not have control, only hope.
