Increasing complaints involving cryptocurrency kiosks are drawing attention from consumers, law enforcement agencies, regulators, and lawmakers as reported losses linked to Bitcoin and crypto ATM fraud continue to climb across the United States.
Consumer complaints involving Bitcoin ATMs and cryptocurrency kiosks continue to increase as criminals exploit digital asset machines to collect payments from victims of financial fraud.
According to data released by the FBI's Internet Crime Complaint Center (IC3), more than 13,400 complaints involving cryptocurrency kiosks were reported during 2025, with reported losses exceeding $388 million. The figures represented a 23% increase in complaints and a 58% increase in reported losses compared with 2024.
More than half of the cryptocurrency kiosk complaints submitted to IC3 involved individuals over the age of 50, accounting for more than $302 million in reported losses.
The growing number of complaints has increased public attention on Bitcoin ATM operators, fraud prevention systems, transaction fees, customer support practices, refund policies, and the responsibilities of companies operating cryptocurrency kiosks.

Crypto ATM Complaints Continue to Increase
Bitcoin and cryptocurrency ATMs are legitimate financial machines that allow consumers to purchase digital assets using cash or debit cards.
However, criminals increasingly use these machines as payment channels for financial fraud.
Consumers may receive phone calls, text messages, emails, social media messages, or computer security alerts from individuals pretending to represent government agencies, banks, technology companies, cryptocurrency exchanges, utility providers, or law enforcement organizations.
The fraudster typically creates an urgent situation.
Victims may be told that their bank accounts have been compromised, taxes remain unpaid, computers have been hacked, arrest warrants have been issued, or savings must be transferred to a secure cryptocurrency wallet.
The victim is then instructed to withdraw cash and visit a nearby Bitcoin ATM.
At the cryptocurrency kiosk, the fraudster provides a cryptocurrency wallet address or QR code and instructs the victim to deposit cash into the machine.
Once the transaction is completed, the cryptocurrency is transferred to a wallet controlled by the criminal.
Because cryptocurrency transactions are generally difficult to reverse after confirmation, victims may face significant challenges when attempting to recover their money.
Consumers Report Losing Significant Amounts Through Crypto ATM Fraud
Financial losses associated with cryptocurrency kiosk complaints have increased considerably.
The Federal Trade Commission previously reported that consumer losses involving Bitcoin ATM fraud increased nearly tenfold between 2020 and 2023.
During the first six months of 2024 alone, consumers reported losing more than $65 million through Bitcoin ATM fraud.
The median reported loss during that period was approximately $10,000.
Older consumers were particularly affected. People aged 60 and older were more than three times as likely as younger adults to report losing money through Bitcoin ATM fraud.
More recent FBI statistics demonstrate that the problem continued to grow during 2025.
The increasing number of complaints has encouraged regulators, law enforcement agencies, consumer protection organizations, and lawmakers to examine whether stronger protections are necessary for cryptocurrency kiosk users.
Common Crypto ATM Complaints
Consumers affected by cryptocurrency kiosk transactions report several types of concerns.
One of the most serious complaints involves transactions completed under fraudulent instructions.
Victims may believe they are sending money to a government agency, financial institution, technology company, investment platform, or cryptocurrency business.
In reality, the cryptocurrency is transferred directly to a wallet controlled by criminals.
Another concern involves the difficulty of reversing cryptocurrency transactions.
Consumers accustomed to credit card chargebacks or certain bank transfer protections may not understand that cryptocurrency transactions generally cannot be canceled after they have been confirmed on the blockchain.
Transaction fees are another issue raised by some cryptocurrency ATM users.
Crypto kiosks may charge transaction fees or apply exchange-rate spreads that make purchasing cryptocurrency through a machine more expensive than using some online cryptocurrency platforms.
Consumers should carefully review the transaction details and total purchase cost before completing a cryptocurrency ATM transaction.
Fraud Victims May Have Difficulty Obtaining Refunds
One of the most significant concerns involving Bitcoin ATM complaints is the difficulty victims experience when attempting to recover money sent to fraudster.
Cryptocurrency ATM operators generally facilitate the purchase and transfer of digital assets.
If a customer voluntarily completes a transaction and sends cryptocurrency to a fraudster-controlled wallet, the kiosk operator may not have possession or control of the cryptocurrency after the transfer is completed.
This situation can make obtaining a refund difficult.
Victims may contact the cryptocurrency ATM operator expecting the transaction to be canceled or reversed.
However, once cryptocurrency has been transferred and confirmed on the blockchain, the operator may be unable to retrieve the funds.
The growing number of fraud-related complaints has encouraged some lawmakers to propose transaction limits, refund periods, stronger fraud warnings, and enhanced consumer protection requirements for cryptocurrency kiosk operators.
Fraudster Use Fear and Urgency to Manipulate Victims
Many cryptocurrency ATM complaints begin with social engineering.
Social engineering refers to manipulation techniques criminals use to convince victims to take actions they would not normally take.
Fraudsters frequently create urgent situations that prevent victims from carefully evaluating the request.
A criminal may claim that the victim's bank account is being attacked and that money must immediately be moved to a secure wallet.
Another fraudster may pretend to represent a government agency and threaten arrest unless immediate payment is made.
A technical support fraudster may claim that malware has been discovered on the victim's computer.
Investment fraudsters may promise guaranteed cryptocurrency profits and direct victims to deposit cash through Bitcoin ATMs.
In many cases, fraudster remain on the phone while victims withdraw cash, travel to cryptocurrency kiosks, and complete transactions.
QR Codes Play a Major Role in Crypto ATM Fraud
QR codes are commonly used in cryptocurrency transactions because they allow wallet addresses to be entered quickly.
However, criminals exploit this technology.
A fraudster may send the victim a QR code containing the criminal's cryptocurrency wallet address.
The victim is instructed to scan the QR code at the Bitcoin ATM.
Once the code is scanned, the wallet address is automatically entered into the transaction.
Victims may not realize that they are transferring cryptocurrency directly to a wallet controlled by the fraudster.
Consumers should never scan a cryptocurrency QR code provided by an unknown caller, online contact, supposed government representative, or unsolicited investment promoter.
Older Americans Are Frequently Targeted
Older adults represent a significant percentage of reported cryptocurrency kiosk fraud victims.
According to the FBI's 2025 cryptocurrency kiosk complaint data, more than half of reported complaints involved individuals over the age of 50.
Losses reported by these consumers exceeded $302 million.
Criminals may specifically target older individuals because they believe victims have retirement savings, investment accounts, or significant cash reserves.
Fraudsters may also isolate victims by instructing them not to discuss the transaction with family members, bank employees, law enforcement officers, or cryptocurrency kiosk employees.
Requests to keep financial transactions secret should be treated as a major warning sign of potential fraud.
Customer Support Complaints and Reporting Challenges
Consumers may also report difficulty understanding where cryptocurrency kiosk fraud should be reported.
Victims should contact the cryptocurrency ATM operator immediately and provide transaction information.
Important details may include the kiosk location, transaction receipt, date and time of the transaction, amount deposited, cryptocurrency wallet address, and transaction ID.
The incident should also be reported to local law enforcement authorities and the FBI's Internet Crime Complaint Center.
Consumers may additionally submit fraud reports to the Federal Trade Commission and other relevant regulatory agencies.
Rapid reporting may help investigators identify suspicious cryptocurrency wallet addresses and examine how stolen assets moved through the blockchain.
Can Cryptocurrency ATM Transactions Be Traced?
Bitcoin and many other cryptocurrency transactions are recorded on public blockchains.
This allows investigators and blockchain analysts to examine how digital assets move between wallet addresses.
Transaction tracing may identify cryptocurrency exchanges, connected wallet addresses, asset-swapping services, cross-chain bridges, and other platforms involved in moving stolen funds.
If cryptocurrency reaches a regulated exchange, investigators may attempt to obtain information about the account holder through appropriate legal procedures.
However, blockchain tracing does not guarantee the recovery of stolen cryptocurrency.
Criminals may transfer cryptocurrency through multiple wallets, convert assets into different cryptocurrencies, use decentralized services, or move funds through platforms located in foreign jurisdictions.
Victims should preserve all available transaction evidence and report cryptocurrency fraud as quickly as possible.
Regulators Respond to Increasing Crypto ATM Complaints
The growing number of cryptocurrency ATM complaints has encouraged state and federal authorities to examine additional consumer protections.
Some states have introduced or considered regulations involving daily transaction limits, mandatory fraud warnings, enhanced identity verification procedures, licensing requirements, fee restrictions, and refund periods for certain cryptocurrency kiosk transactions.
Consumer protection advocates argue that additional safeguards may reduce losses involving older adults and first-time cryptocurrency users.
Cryptocurrency ATM operators, meanwhile, must balance regulatory compliance requirements with the ability to provide consumers with convenient access to digital assets.
The regulatory environment surrounding cryptocurrency kiosks is likely to continue evolving as authorities evaluate fraud statistics and consumer complaints.
Consumers Should Recognize Bitcoin ATM Fraud Warning Signs
Consumers should be cautious whenever someone unexpectedly instructs them to use a Bitcoin ATM.
Government agencies, banks, law enforcement organizations, and legitimate businesses do not require consumers to protect their money by transferring cash through cryptocurrency kiosks to unknown wallet addresses.
Major warning signs include threats of arrest, claims that bank accounts have been compromised, instructions to withdraw large amounts of cash, requests to scan QR codes, guaranteed cryptocurrency investment returns, and demands to keep transactions secret.
Consumers who receive suspicious payment requests should independently contact the organization supposedly requesting payment before completing any transaction.
What Victims Should Do After Filing a Bitcoin ATM Complaint
Individuals who believe they have lost money through cryptocurrency ATM fraud should stop communicating with the suspected fraudster.
All available evidence should be preserved.
Important evidence may include cryptocurrency ATM receipts, wallet addresses, transaction hashes, QR codes, bank withdrawal records, emails, text messages, social media conversations, website addresses, phone numbers, and screenshots.
Victims should contact the cryptocurrency kiosk operator and submit reports to appropriate law enforcement and consumer protection agencies.
Consumers should also be cautious of cryptocurrency recovery fraud.
Fraudsters frequently target previous fraud victims by promising guaranteed fund recovery in exchange for upfront fees, cryptocurrency payments, taxes, or administrative charges.
No organization can guarantee that cryptocurrency transferred to a fraudster will be recovered.
Rising Complaints Highlight the Need for Consumer Awareness
The increasing number of Crypto ATM Complaints demonstrates the growing challenges facing consumers, cryptocurrency kiosk operators, regulators, and law enforcement agencies.
Cryptocurrency kiosks provide legitimate access to digital assets, but criminals continue to exploit the speed and irreversible nature of cryptocurrency transactions. Consumer education remains one of the most important defenses against these fraud.
Individuals should carefully verify unexpected payment requests, avoid transferring cryptocurrency under pressure, independently confirm the identity of anyone requesting money, and discuss suspicious transactions with trusted family members or financial professionals.
Crypto ATM complaints have become an increasingly significant consumer protection issue in the United States. The FBI received more than 13,400 cryptocurrency kiosk complaints during 2025, with reported losses exceeding $388 million.
The rising number of complaints highlights concerns involving financial fraud, transaction reversibility, customer support, consumer education, fraud prevention, and cryptocurrency kiosk regulations.
Consumers who believe they have been affected by Bitcoin ATM fraud should preserve transaction records, immediately report the incident to law enforcement authorities and the kiosk operator, and carefully evaluate any organization offering cryptocurrency recovery assistance.
As cryptocurrency kiosks continue to face increased regulatory attention, improving fraud prevention measures, consumer warnings, transaction monitoring systems, and public education will remain important priorities for the cryptocurrency ATM industry.
