ESC India to Host Chintan Shivir 2026 in New Delhi; CMI Report to Inform Next Phase of India's Electronics PLI Policy

New Delhi, India - July, 2026 - The Electronics and Computer Software Export Promotion Council (ESC India) will convene Chintan Shivir 2026, a Government of India stakeholder consultation, on July 10, 2026, from 9:00 AM to 1:00 PM at Bharat Mandapam, New Delhi. The session brings together policymakers, industry leaders, and researchers to shape the next phase of India's electronics manufacturing policy, with particular focus on the Production Linked Incentive (PLI) framework.

As part of this consultation, CMI has partnered with ESC India as Knowledge Partner for the event, contributing a co-branded research report - "Impact of the PLI Scheme on India's Electronics Manufacturing Ecosystem" - as a direct input to the Chintan Shivir agenda.
Report Scope

The report examines India's PLI programme for electronics across three pillars: the Large Scale Electronics Manufacturing (LSEM) scheme covering mobile handsets and broader electronics manufacturing, IT Hardware PLI 2.0 covering laptops, tablets, servers, and computing devices, and the Electronics Components Manufacturing Scheme (ECMS), aimed at strengthening domestic component manufacturing capability. It is structured around three questions central to the consultation: what the PLI scheme has successfully achieved, what ecosystem gaps remain, and what policy interventions are required to strengthen the next phase of India's electronics manufacturing growth.

Key Findings

According to the report, India's electronics manufacturing ecosystem has undergone significant transformation under the PLI framework. Highlighted findings include:
• India has emerged as the world's 2nd-largest mobile phone manufacturing ecosystem, supported by rapid production expansion and global supply chain diversification.

• Mobile phone production increased from approximately ₹2.13 lakh crore in FY21 to ₹5.25 lakh crore in FY25, while exports increased nearly eight-fold - from ₹22,870 crore to approximately ₹2 lakh crore over the same period.

• Electronics has strengthened its position as one of India's fastest-growing export categories, moving from the 7th-largest export category in FY22 to the 3rd-largest by FY25.

• Industry stakeholders recognize PLI as a successful manufacturing accelerator, improving investment confidence, production capacity, and India's positioning within global electronics supply chains.

The Core Gap: From Manufacturing Scale to Manufacturing Depth

While the report finds that the first phase of PLI successfully established India's electronics manufacturing scale, it identifies the next strategic priority as increasing domestic value addition and component ecosystem development. Industry consultations captured in the report indicate that future policy focus should include:
• Strengthening domestic electronics component manufacturing

• Accelerating semiconductor ecosystem development

• Reducing dependency on imported high-value components

• Improving supplier ecosystem maturity

• Enhancing design and R&D capabilities

The report frames India's next growth phase as a shift "from assembling electronics in India to creating complete electronics value chains in India."
