Used cooking oil (UCO) is post-consumer waste edible oil and fat recovered from restaurants, food processors and households. As a genuine waste residue UCO sits at the top of the feedstock hierarchy under European and North American fuel regulation, and that regulatory premium is among the principal forces driving the market. The theoretical global pool of waste fats, oils and greases is estimated at around 38 million tons per year, of which UCO collection potential is about 12 million tons; only an estimated 5.5 million tons is traceable. IEA warns that demand for UCO from biofuel manufacturers is close to the supply limits of the most widely used wastes and residues.

By source, UCO collection is split between commercial and household streams. The household sector contributes the remaining 22% and represents one of the largest untapped pools; residential oil disperses in small volumes that raise logistics costs, and recovery rates remain around 20%. Even so, the household stream is the fastest-growing source, activated by extended-producer-responsibility schemes such as India's RUCO programme, South Korea's EPR framework, Japan's municipal guidelines, and collection pilots across Sweden, Denmark and the UK.

By application, UCO demand spans biofuels, oleochemicals, animal feed and others. Biofuels dominate, accounting for 72% of global UCO volume. Within this, conventional biodiesel (FAME/UCOME) remains the largest single application at around 40% of total UCO volumes, supported by renewable-fuel blending mandates across Europe and Asia, though blending limits and evolving trade rules are increasingly constraining growth. Hydrotreated vegetable oil (HVO), at nearly 25% of demand, is the fastest-growing application a drop-in fuel with no blending restrictions that is driving major capacity additions across North America, Europe and Asia. Sustainable aviation fuel (SAF), currently around 7% of consumption, is expected to record the highest growth over the forecast period as aviation-decarbonization targets and mandatory blending requirements scale. As renewable fuel output grows, global trade flows are expected to move UCO from surplus regions in Asia toward deficit markets in North America and Europe, making feedstock availability a critical factor over the forecast period. In the Americas, Brazil leads regional potential on the strength of biodiesel blending mandates and growing investment in waste-oil collection, though recovery rates remain low relative to developed markets.

Trade and Policy Shifts, 2024-2025

China's UCO exports reached a record 2.951 million tons in 2024, up 43%, with the United States taking 1.267 million tons, the EU around 737,000 tons, and Singapore a further 737,000 tons. Western Europe consumes roughly eight times the UCO it collects, forcing structural import dependence. Two policy-driven disruptions are now reshaping these flows: in the United States, the 2025 transition from the Blender's Tax Credit to the 45Z Clean Fuel Production Credit made imported UCO ineligible for benefits, sharply reducing US imports of Chinese UCO while lifting domestic feedstock demand; simultaneously, China scrapped its UCO export tax rebate in December 2024 and is redirecting volume toward a fast-growing domestic SAF industry, prompting a partial re-pivot of Chinese exports back toward Europe.
