Independent Civic Whitepaper Proposes "Right to Honorable Representation" Framework for Public Review

EUGENE, Oregon, U.S. - Author James M. House has released the Honesty in Politics Act (HIP Act), a public policy whitepaper proposing a correction-first framework for addressing demonstrably false factual claims in public political communication.

The project introduces the concept of a Right to Honorable Representation, the principle that citizens should not be knowingly misled by demonstrably false factual claims when choosing, evaluating, or being governed by public representatives.

The HIP Act does not regulate opinion, ideology, policy preferences, satire, or protected political expression. Instead, it explores whether democratic consent can remain meaningful when material factual claims used to influence public decision-making are repeatedly demonstrated to be false.

The proposal is presented as a starting framework for public discussion and refinement rather than a finished legislative instrument. Key features include:
