The firm says May is the practical action window: federal disclosure rules build minimum waiting periods into every refinance, and qualifying wind-mitigation upgrades must be inspected and on file before insurers will apply the discounts Florida law requires them to offer.

Three layers of public guidance frame the decision. FEMA's Wind Retrofit Guide for Residential Buildings (P-804) identifies roof deck attachment, secondary water barriers, and opening protection - windows, doors, and garage doors - as the principal retrofit measures for hurricane regions. The Insurance Institute for Business & Home Safety FORTIFIED Home standard codifies those same elements as a roof-up sequence: sealed roof deck first, enhanced fasteners, then opening protection. Florida's Department of Financial Services lists the same upgrades among the features its consumer mitigation guidance directs homeowners to consider.

A cash-out refinance replaces the existing mortgage with a larger loan and delivers the equity difference as a lump sum. FHA 203(k) and Fannie Mae HomeStyle let borrowers finance renovation costs into a single loan based on the home's as-completed value.

The insurance side is where Florida law does the most work. Florida Statute 627.0629 requires residential property insurers to provide actuarially reasonable discounts, credits, or rate differentials for verified wind-mitigation features - including roof attachment, secondary water barriers, opening protection, and roof-to-wall and wall-to-foundation connections. Florida Statute 627.711 requires insurers to notify policyholders of the availability and range of those discounts at issuance and at every renewal. Verification runs through the standardized Uniform Mitigation Verification Inspection Form (OIR-B1-1802), valid for five years; the Florida Office of Insurance Regulation issued an updated version of the form that took effect April 1, 2026.

State grant funding can defray part of the project cost. The My Safe Florida Home program [https://mysafeflhome.com/] provides eligible homeowners a free wind-mitigation inspection and a matching grant of $2 for every $1 spent on qualifying improvements, capped at $10,000 per home; low-income applicants receive grants up to $10,000 with no matching requirement. As of May 2026, the program continues to accept applications using remaining funds from the 2025-2026 cycle. Current eligibility requires an active homestead exemption, a pre-2008 building permit, an insured value at or below $700,000, and household income at or below 120% of the county median.

The calendar is the binding constraint. Under the federal Truth in Lending Act, a refinancing borrower has a three-business-day right of rescission after closing, on top of a seven-business-day waiting period after the Loan Estimate and a three-business-day waiting period after the Closing Disclosure, according to the Consumer Financial Protection Bureau. Layered with appraisal, underwriting, and contractor scheduling, applications opened in May generally allow funding and contractor mobilization before the climatological peak of the Atlantic hurricane season in August through October, per the National Hurricane Center. The City of Tampa and Hillsborough County also note that homes in mapped flood-hazard areas that sustain damage exceeding 50% of market value - the National Flood Insurance Program's "substantial damage" threshold - must be rebuilt to current floodplain standards, raising the cost differential between proactive hardening and post-storm repair.
