Sherbaz Muhammad elected to CAMA Board for Northwest Territories, Yukon Territory & Nunavut
Whistler, BC (May 26, 2026) - Sherbaz Muhammad, MBA, ICMA-CM, Chief Financial Officer, Délįnę Got'įnęGovernment, NT has been elected to the Board of Directors of the Canadian Association of Municipal
Administrators (CAMA).
He will serve as the CAMA Representative for Northwest Territories, Yukon Territory, and Nunavut and officially
assumed the role during the association's annual general meeting held in Whistler, BC on May 26, 2026. He will
serve a four-year term on the Board.
"Municipal administrators in the North are on the front lines of some of the most complex governance and
service delivery challenges in the country, often with very limited resources and vast distances to overcome. I
am grateful for the opportunity to serve on the CAMA Board and to contribute a Northern voice to
conversations about how our profession can responsibly embrace innovation while staying grounded in
community needs and local realities," said Muhammad.
Muhammad brings over 20 years of senior leadership experience to Northern governance, currently serving as
Chief Financial Officer of the Délı̨nę Got'ın̨ ę Government - Canada's first combined Indigenous-public self-
government, located in the Sahtu region of the Northwest Territories. Rooted in the daily realities of remote, fly-
in community governance, he is a dedicated advocate for resilient, innovative, and sustainable Northern
communities.
Throughout his career, Sherbaz has directed annual budgets exceeding $500 million and developed deep
expertise in financial governance, strategic planning, and public sector administration. Before joining the Délı̨nę
Got'ın̨ę Government, he served as Senior Administrative Officer with community governments in the Tłıc̨hǫ
region and as Executive Director in Fort Good Hope, where he advised self-government negotiating partners
through complex implementation processes.
His earlier international career included serving as a senior in-country representative for governance initiatives
across South Asia and the Middle East, giving him a rare global perspective that he brings to every local
challenge.
Sherbaz holds an MBA in Finance, a CPA with public sector specialization, and executive credentials from the
Harvard Kennedy School. He is currently pursuing a Master's in AI for Public Services - a deliberate investment
in understanding how emerging technologies can be responsibly and effectively applied in the municipal sector.
For Northern and remote communities, where service delivery challenges are amplified by geography and
limited resources, the potential of digital transformation and AI-assisted governance is especially significant, and
largely still untapped.
In January 2026, Sherbaz was recognized as the first credentialed manager in the Northwest Territories upon
receiving the ICMA Credentialed Manager (ICMA-CM) designation from the International City/County
Management Association, making him one of only five ICMA-CMs across all of Canada. This distinction reflects
not only his individual commitment to professional excellence, but the Délı̨nę Got'ın̨ę Government's broader
dedication to governance standards that serve their citizens with integrity and ambition.
He has served the Local Government Administrators of the Northwest Territories (LGANT) as a Board member,
and has contributed to the CAMA Toolkit Task Force, demonstrating his commitment to strengthening the
profession nationally.
