MIAMI, May 18, 2026 - Neura Agent Infrastructure today announced its governance layer for AI agent actions, a governed pre-action infrastructure layer for developers and operators building with autonomous agents.

AI agents are moving from chat into real actions across tools, browsers, APIs, codebases, workflows, packages, and enterprise systems. Most of the market is focused on giving agents more access. Neura is focused on the harder question: should this agent be allowed to take this action, on this resource, under this context, right now?

Neura is designed to make agent actions governable and accountable before they happen. A proposed agent action becomes an Action Card, routes through Neura Relay, and returns a Decision Receipt with trace, ledger, and Registry context before execution. Developers keep control of their products, data, workflows, and downstream execution; Neura provides the decision layer and accountability record before consequential actions are taken.

"Access is not authority," said Roman Pelevin, founder of Neura Agent Infrastructure. "As AI agents begin acting across real systems, teams need more than connectivity. They need a governed decision before action, and a receipt that explains what was allowed, challenged, revised, or stopped."

The public Neura system is organized around three core components. Relay is the governed decision layer that reviews proposed agent actions and returns Decision Receipts. Registry is the identity and standing layer for agent participants, owners, and capability context. Protocol is the message and conformance layer for Action Cards, Decision Receipts, trace references, and governed exchange.

Neura's public developer path includes the Neura Relay site, the public relay-action-card GitHub proof repository, and the @neurarelay/sdk package. Developers can inspect the Action Card to Decision Receipt flow and evaluate where a governed pre-action decision layer belongs in their own agent runtimes.

The launch comes as AI agents increasingly interact with tools, workflows, and persistent workspaces. Neura's position is that automation infrastructure should not stop at access. Consequential agent actions need authority, context, traceability, and proof before execution.
