The report details a disturbing billing pattern in which patients who pay their bills in full at the point of service subsequently receive duplicate bills for the exact same charges - with options to "Make a Payment" or "Set up a payment plan" - as if no payment was ever made.

THE COMPLAINT: PAY ONCE, GET BILLED TWICE

The complaint, filed by VendorAbuse.com founder David Saitta, documents a firsthand experience at a UF Health facility. After a minor auto accident requiring a gash to be glued shut, Saitta paid his $250 co-payment in full at the facility via credit card on April 8, 2026.

Weeks later, Saitta received a bill from UF Health's MyChart billing portal showing $250.00 "Amount Due" - the identical amount already paid. The bill included a prominent green "Make a payment" button and a "Set up payment plan" option offering monthly financing at $63.00 per month.

Critically, UF Health's own billing system acknowledged the payment existed. Fine print on the bill stated: "$250.00 of the payments has not yet been applied to the balance." Despite this acknowledgment, the system presented the amount as a balance due with active payment collection options.

INSTANT RESOLUTION RAISES RED FLAGS

When Saitta called UF Health billing to dispute the charge, the representative stated the payment "just hasn't been updated or registered yet." While still on the phone, the billing portal was updated to show a $0.00 balance.

"If they can zero out my balance in seconds during a phone call, why did they send me a bill with a payment button and financing options in the first place?" Saitta said. "How many patients - especially seniors, people who don't check their bank statements, or anyone who trusts that a hospital bill must be legitimate - just click 'Make a Payment' and pay the $250 a second time?"

This is the second complaint Saitta has filed against UF Health on VendorAbuse.com. The first documented bait-and-switch billing practices at UF Health Jacksonville, where patients were given a "Good-Faith Estimate" before services and then billed substantially more for charges never discussed.

THE LEGAL FRAMEWORK

Under the No Surprises Act (effective January 2022), healthcare providers are required to give uninsured or self-pay patients a Good Faith Estimate of expected charges before providing services. The Florida Deceptive and Unfair Trade Practices Act (FDUTPA §501.204) prohibits unconscionable, deceptive, or unfair acts in trade or commerce. Sending bills for services already paid - with active payment collection mechanisms - may constitute billing fraud under both federal and state law.
