Sizing the European Agentic AI Sector

LONDON - 7 May 2026 - Information Matters today publishes Sizing the European Agentic AI Stack, a 38-page thematic report that puts the European agentic AI market at $5.5 billion in 2026, with a range of $4.0 to $7.5 billion. The figure is built bottom-up from 113 European-headquartered companies tracked in the firm's research library, plus the European-attributable share of foundation-model revenues. It is the lowest published European agentic AI estimate in circulation and the only one constructed from vendor revenue rather than enterprise spend or VC-investment proxies.
The report places Europe at 13 to 17 per cent of the global agentic AI market that Information Matters sized in its Q1-2026 outlook at $40 billion - a smaller share of the world than Europe's share of global GDP. The gap, the report argues, is the analytical pivot of the European story. Three forces are constraining diffusion at once: a foundation-model layer concentrated in two providers (Mistral AI and Aleph Alpha); the EU AI Act's high-risk-system tier, which begins phasing in from August 2026 and is already shaping enterprise procurement timelines; and an enterprise procurement cadence that has not yet adjusted to agentic AI's economics.
The report names eight European-headquartered companies as commercially the most consequential to watch through 2026 and 2027: Mistral AI (France) and Aleph Alpha (Germany) at the substrate layer; Helsing (Germany), valued at €12 billion as of its June 2025 Series D, in defence; Parloa (Germany) in customer-operations; ElevenLabs (UK) in voice; Veriff (Estonia) in identity-and-fraud; Lawhive (UK) in legal; and Tines (Ireland) in security automation. A 38-company appendix extends the cohort across the remaining segments and twelve European jurisdictions.
The report's analysis of digital sovereignty - added at the publisher's request after the initial draft - tracks the structural dependency of the European AI sector on US infrastructure (three US providers control roughly 70 per cent of the European cloud market) and the policy machinery now moving in response. France committed in January 2026 to generalising its domestic Visio platform across all state services by 2027. The state government of Schleswig-Holstein in Germany completed its Microsoft-to-open-source email migration in October 2025. The European Commission proposed the Industrial Accelerator Act in March 2026, with "Made in EU" requirements across public procurement in strategic sectors. A Gartner survey of 241 Western European CIOs and IT leaders, conducted between May and July 2025, found 61 per cent intending to shift more workloads to local or regional providers and 44 per cent already started.
Information Matters' reading: the substitution wave will reach the application and enabler layers first, then orchestration and observability, then foundation-model layer in narrower public-sector and high-sensitivity verticals - and the cloud and chip layers last and least. If application-layer substitution sustains at the rate the procurement signals suggest, the European market sized in this report will run toward the bull case at $7.5 billion through 2027-28 rather than the central case at $5.5 billion.

"The European agentic AI sector is smaller than its share of global GDP would predict, and the convenient explanation - that Europe lacks builders - is wrong," said Martin De Saulles, Principal Analyst at Information Matters. "The builders are real and the segment leaders are operating at scale. What's compressed is the deployment cadence, and that's a function of the regulatory architecture and an enterprise procurement model that hasn't yet repriced agentic AI. The vendors that have done the EU AI Act compliance work are already seeing the advantage. The ones that haven't are catching up under time pressure. The sovereignty conversation, meanwhile, is not a 2030 planning question. It is a 2027 execution question."

The report is the firm's first thematic deep-dive on the European stack, with methodology mirroring Information Matters' quarterly approach: primary sources only, foundation-model attribution rate disclosed in full, scope reconciled against four external published sizings (McKinsey, the European Investment Bank, Atomico, and the OECD AI Policy Observatory).
