Tampa Law School Faces Lawsuit Over Academic Dismissal Practices and Impact on Local Legal Pipeline

TAMPA, FL-A lawsuit filed in Hillsborough County is raising questions about whether Thomas M. Cooley Law School consistently follows its own academic and disciplinary policies-and what that could mean for access to legal representation in the Tampa Bay area.
The case, brought by former Cooley law student Alexis Monroe, challenges a final-year academic dismissal issued shortly before her graduation date. Monroe alleges the school did not apply its written policies consistently. Monroe alleges Cooley's decision prevented her from entering the legal profession, where she intended to serve under-represented citizens facing foreclosure, evictions, and other community-based issues.
Cooley Law's Self-Reported Public data reported to the American Bar Association shows that academic attrition disproportionately affects students of color, primarily during the first and second years of law school, while third-year dismissals remain nearly nonexistent. The timing and racial implications of Monroe's dismissal has drawn additional scrutiny in light of those trends.
Independent analyses from third-party academic authority figures have also raised concerns about the institution's decision-making process. Dr. Alaina Desjardin, an education policy expert, concluded Monroe had a viable path to graduation under the school's published policies at the time of dismissal. Her review also found that reliance on an unresolved disciplinary matter to determine academic standing may be inconsistent with standard academic governance practices.
Dr. Beverly Simmons, an expert in educational leadership, identified concerns related to procedural consistency and timing, emphasizing that deviations from established policies can affect both student outcomes and institutional accountability.
Together, the experts note that failure to follow published procedures can result in reputational harm, disruption of academic progress, and broader questions about fairness and transparency in higher education.
Monroe's lawsuit argues that last-stage dismissals-after years of academic progress & financial investment-can disrupt not only individual careers; but, also the pipeline of attorneys entering local communities.
"This case is about accountability and consistency," Monroe said. "When institutions do not follow their own policies as written, the impact goes beyond one student-it can affect the communities that depend on qualified, culturally competent legal professionals."
