There is steady access to low-cost steam/heat;

The hydrogen has high value (e-fuels, ammonia, refining/chemicals);

Operators are comfortable with high-temperature systems.

SOEC may not immediately replace alkaline or PEM electrolysis for generic, low-cost hydrogen, but it can win in heat-integrated, high-efficiency niches-and then expand as cost declines and operating data accumulates.
