Europe Heat Pump Market to Reach USD 37.5 Billion by 2035 Amid Clean Energy Push
Europe Heat Pump Market Size and Growth OutlookThe Europe heat pump market is projected to expand significantly over the next decade, rising from USD 18.87 billion in 2025 to approximately USD 37.5 billion by 2035. This reflects a steady compound annual growth rate (CAGR) of 7.1% between 2025 and 2035. The market's growth is closely linked to Europe's long-term decarbonization strategy and the urgent need to reduce dependence on fossil fuel-based heating systems.
A heat pump is an energy-efficient system that transfers heat from a low-temperature source such as outdoor air, ground, or water into indoor spaces or domestic hot water systems. Unlike conventional boilers that generate heat through combustion, heat pumps move thermal energy using vapor-compression or absorption cycles. Because of this mechanism, they can deliver three to five units of heat for every unit of electricity consumed, achieving efficiency levels of 300% to 500%. Their ability to provide both heating and cooling by reversing the refrigeration cycle makes them a versatile solution for residential, commercial, and industrial applications.
Across Europe, heat pumps are increasingly recognized as a cornerstone technology for electrifying heating systems and achieving climate neutrality targets. They play a central role in supporting the objectives of the European Union under initiatives such as the European Green Deal and the REPowerEU plan, which aim to accelerate renewable energy adoption and reduce greenhouse gas emissions.

Policy Support and Market Transformation
The European heat pump market has evolved from being concentrated mainly in Nordic countries to becoming a mainstream heating solution across the continent. This shift is largely driven by regulatory pressure, energy security concerns, and financial incentives.
In Germany, which holds the largest share of the European heat pump market in 2025, growth is fueled by strong climate legislation and subsidy programs administered by the Federal Office for Economic Affairs and Export Control. The country's Building Energy Act requires new heating systems to meet strict renewable energy standards, significantly boosting heat pump installations. Germany's robust manufacturing base, including companies such as Viessmann Climate Solutions and Bosch Thermotechnology, further supports technological advancement and competitive pricing.
France is expected to record the fastest growth rate during the forecast period. Policies phasing out fossil fuel boilers in new construction, along with incentives under the MaPrimeRénov' scheme and the RE2020 building regulation, are accelerating adoption. Meanwhile, Nordic countries including Norway and Sweden continue to lead globally in heat pump penetration, with more than 60% of Norwegian homes equipped with heat pumps as of 2025.
What Is Driving the Rapid Adoption of Heat Pumps in Europe?
One of the primary drivers is the rising cost and volatility of fossil fuels. Since the 2022 energy crisis, natural gas prices have remained unpredictable, while renewable electricity generation has expanded rapidly. As a result, heat pumps with seasonal performance factors between 3.0 and 4.5 can deliver heating at 40% to 60% lower operating costs compared to oil or gas boilers in many European markets.
Generous subsidies further enhance their economic appeal. Germany offers grants covering up to 30% of installation costs, France provides income-based incentives, Italy supports installations through tax credits, and the UK promotes adoption via its Boiler Upgrade Scheme. These measures often reduce payback periods to five to eight years for residential users, making heat pumps financially attractive as well as environmentally responsible.

Technological Innovations and Emerging Trends
Technological progress is reshaping the market landscape. Modern air source heat pumps can now operate efficiently at temperatures below -25°C, expanding their suitability across diverse European climates. Advances in compressor technology, particularly inverter-driven variable-speed systems, allow for better part-load efficiency, reduced noise, and improved performance under varying demand conditions.
The industry is also transitioning toward low-global-warming-potential refrigerants such as propane and CO2, in line with the European Union's F-Gas regulation. Hybrid systems that combine heat pumps with secondary heating sources are gaining traction in retrofit projects, especially where peak heating loads require additional capacity.
Smart integration is another defining trend. Heat pumps are increasingly connected to home energy management systems, weather compensation controls, and dynamic electricity tariffs. In Germany, regulatory frameworks such as §14a of the Energy Industry Act allow controllable devices like heat pumps to receive reduced network charges in exchange for providing grid flexibility. This positions heat pumps as active components of distributed energy systems capable of supporting renewable electricity integration.
Segment Insights and Application Areas
By product type, air source heat pumps hold the largest share of the European market in 2025 due to lower upfront costs and easier installation. Ground source heat pumps, while more capital-intensive, are gaining popularity in new construction projects because of their higher seasonal efficiency and quiet operation.
Compression heat pumps dominate the technology segment owing to their maturity, reliability, and broad installer expertise. Absorption heat pumps are emerging in specific industrial and commercial settings where waste heat or natural gas can be used as a driving energy source.
The residential sector is projected to witness the highest growth during the forecast period. Europe's vast existing building stock requires heating system upgrades, and stricter renovation standards are accelerating the replacement of fossil fuel boilers. Commercial buildings such as offices, hotels, and retail spaces are also adopting heat pumps to meet sustainability commitments and certification standards.
In terms of capacity range, systems below 10 kW account for the largest share, reflecting the prevalence of single-family homes across Europe. However, the 10-50 kW range is expected to grow strongly as multi-family buildings and small commercial properties transition to centralized heat pump systems.

Expanding Opportunities in Industry and District Heating
Industrial applications represent a significant growth opportunity. Around 70% of industrial energy consumption in Europe is thermal and still largely dependent on fossil fuels. High-temperature heat pumps capable of delivering process heat up to 160°C are enabling decarbonization in sectors such as food processing, chemicals, and paper manufacturing. These systems can reduce carbon emissions by up to 90% compared to natural gas boilers, particularly when integrated with waste heat recovery.
District heating networks are also undergoing modernization. Fourth-generation systems integrate large-scale heat pumps that recover waste heat from industrial processes, wastewater treatment facilities, and data centers. When powered by renewable electricity, these systems can achieve overall efficiencies exceeding 400%, reinforcing the role of heat pumps in Europe's energy transition.
Overall, the European heat pump market stands at the intersection of climate policy, economic incentives, and technological innovation. With strong regulatory backing and expanding applications across residential, commercial, and industrial sectors, heat pumps are set to remain a central pillar of Europe's pathway toward a low-carbon energy future.
