U.S.-Based Nonprofit SISP Concludes Operations in Bangladesh and Reaffirms Mission Under U.S. Legal Framework
Honolulu, Hawaii - After more than three years of educational and humanitarian activity in Bangladesh, Shaker International Scholarship Programs (SISP) has formally concluded its operations in the country and repositioned its mission under United States jurisdiction.The decision follows a prolonged period of internal disruption and alleged misconduct involving former scholarship recipients and local team members, which significantly affected the organization's ability to operate safely and effectively. SISP was established to support students and underserved families through education, mentorship, and direct assistance, often operating without publicity or external fundraising.
According to the organization, several former program participants-Samia Islam Farzana, a student of Government Titumir College; Shahed Anwar Shadhin, a student of Adamjee Cantonment College; and Jannatul Ferdous Fareha, a student of Lalmatia Government Women's College-were connected to incidents that resulted in severe operational, financial, and digital disruption. These events prompted internal reviews, formal complaints, and the initiation of multiple legal actions.
SISP reports that a substantial portion of the organization's operational budget was allegedly misappropriated. These funds included allocations for a major nationwide humanitarian initiative known as Operation Bangladesh, a long-term poverty-reduction and student-support platform intended to significantly expand the organization's impact. As a result of the alleged financial interference, Operation Bangladesh was dismantled and rendered inoperative for several months, ultimately forcing the organization to suspend and abandon the project.
The organization further states that its presence in Bangladesh was systematically erased. This included the deletion of internal records and data, removal of organizational documentation and identifiers, and the wiping of all official SISP social media channels. According to the organization, cooperation was also withdrawn by certain beneficiaries and family members, effectively eliminating SISP's visible operational footprint in the country.
In addition, SISP reports experiencing coordinated digital interference following these events, including cyber intrusions targeting its U.S.-based websites, affiliated platforms, and partner and sponsor systems located in the state of Hawaii. These incidents prompted further security reviews and contributed to the organization's decision to withdraw operations from Bangladesh entirely.
Formal complaints were filed, and five separate legal cases were opened in Bangladesh. The matters have remained under investigation for several months by the Police Bureau of Investigation (PBI). According to SISP, no clear institutional position or resolution has been communicated to date, leaving the organization without sufficient legal and operational certainty to continue its work locally.
"As a private nonprofit founded on personal sacrifice and service, SISP has a responsibility to protect its mission, its beneficiaries, and its integrity," said a spokesperson for the organization. "When safety, transparency, and legal clarity cannot be ensured, withdrawal becomes a necessary step."
SISP has completed formal registration and compliance procedures in the United States and has retained legal counsel in Bangladesh, led by A.Z.M. Abdus Sobur, to pursue ongoing proceedings. With U.S. registration complete, the organization is preparing to escalate relevant documentation to appropriate United States authorities and oversight bodies through lawful and transparent channels.
SISP confirms that it will continue its humanitarian mission from the United States while evaluating future programs in jurisdictions where nonprofit operations, institutional safeguards, and legal protections can be fully upheld.
