E scooter reform 2026 and 2027: MPU Doktor warns of new fines and technical requirements

The German government is tightening regulations for e-scooters. From 2027, turn signals will become mandatory, while fines for traffic violations will be significantly increased. MPU expert Markus Gerber from MPU-Doktor explains why aligning e-scooter rules more closely with bicycle traffic brings greater freedom, yet the risk of losing a driver's license due to alcohol or drug use remains unchanged.

The latest reform of the Small Electric Vehicles Ordinance (Elektrokleinstfahrzeuge Verordnung, eKFV) introduces substantial changes for millions of e-scooter users in Germany. While technical upgrades aim to improve road safety, violations of the new rules may result in severe penalties.

According to the Federal Motor Transport Authority, accidents involving e-scooters have steadily increased in recent years, with alcohol frequently playing a role. The eKFV reform is therefore also intended as a traffic psychology prevention measure.

Technical upgrades: turn signals become standard
From the beginning of 2027, all newly registered e-scooters must be equipped with turn signals and two independent braking systems. "Turning with one hand has long been a major safety risk. Making turn signals mandatory is an important step toward accident prevention," says MPU consultant Markus Gerber. While existing vehicles are exempt, retrofitting is recommended for safety reasons.

More rights, higher penalties
E-scooter riders will be legally aligned more closely with cyclists. They will be permitted to use green arrows at intersections and to ride against the direction of travel on one-way streets where cycling is allowed. However, these new freedoms come at a cost. Riding on sidewalks or carrying a passenger will result in a EUR25 fine instead of the previous EUR5 to EUR15. Other violations will also become more expensive. Using a mobile phone while riding may lead to fines of up to EUR100 and one point in the driving record. Running a red light can result in fines of up to EUR200 and additional points, depending on the level of danger involved.

MPU risk remains high
Despite the reform, MPU-Doktor warns against a dangerous misconception. E-scooters remain motor vehicles both technically and legally. The strict blood alcohol limits of 0.5 for administrative offenses and 1.1 for criminal offenses continue to apply. Markus Gerber emphasizes that although a medical psychological assessment is often ordered only from 1.6 per mille, lower values provide no legal safety. Depending on the circumstances, the driver licensing authority may question driving suitability much earlier.

Particular caution is required during the probationary period, where a zero-alcohol limit applies even on e-scooters. Violations regularly result in mandatory training courses and an extension of the probationary period. Even individuals without a driver's license are not exempt. Serious or repeated violations can lead to a suspension period before a license may be obtained.
