ECHA Adds Four New SVHCs to Candidate List Under REACH
On January 12, 2017, the European Chemical Agency (ECHA) updated its Candidate List of Substances of Very High Concern (SVHC) to include four new chemicals, bringing the total number of substances listed to 173.The new SVHC Candidates are:
• 4,4’-Isopropylidenediphenol (Bisphenol A)
• Nonadecafluorodecanoic acid (PFDA) and its sodium and ammonium salts
• p-(1,1-Dimethylpropyl)phenol
• 4-Heptylphenol, branched and linear
These substances have been categorized as toxic to reproduction, as Persistent, Bioaccumulative and Toxic (PBT), or as a danger to the environment.
These chemicals are used for a variety of purposes. For example, Bisphenol A is used: as an anti-oxidant for processing PVC; in epoxy resin hardeners, epoxy adhesives and encapsulants; and in the manufacturing of thermal paper, polycarbonate, epoxy resins and coating materials. Bisphenol A is currently under investigation in several countries and the EU recently put forward legislation to restrict its use in thermal paper.
Nonadecafluorodecanoic acid (PFDA)and its salts are used: as a water, oil and soil repellent in textiles, leather and paper; as a stain or grease-proof coating; as a component of fire-fighting foam, in nanosprays and impregnation sprays; and as a lubricant, wetting agent, plasticizer and corrosion inhibitor.
The final two new SVHCs are both categorized as a danger to the environment. p-(1,1-Dimethylpropyl)phenol is used: in the production of phenolic resins, ethoxylated resins and lacquers; as a germicide in cleaning solutions; in adhesives, sealants, coatings and paints; and as a vulcanizing agent in the curing of rubber. 4-Heptylphenol is used as a polymer intermediate and in lubricants.
Once a SVHC is added to the candidate list, manufacturers and importers of products that contain a SVHC are required to provide information concerning the safe use of the product upon supply. They must also provide such information to consumers, upon request, within 45 days. These rules apply if the concentration of SVHC exceeds 0.1% (w/w). If the concentration is above 0.1% and the total quantity exceeds one tonne in a year, a notification must be submitted to ECHA under Article 7 of REACH.
The deadline for notifications on the four new SVHCs is July 12, 2017.
