MasterPPPlan Turkey 2008 Conference
Ankara, April 2008 - The conference “MasterPPPlan Turkey 2008” in Ankara on the 29.04.2008 presents new approaches to Regional Infrastructure Development with EU wide, transparent Procurement of concessions and PPPs in the Framework of EU Enlargement. Key questions answered are:• How can Turkey profit best from European Procurement Law?
• How can the PPP approach accelerate and improve infrastructure and regional development?
• What are additional requirements for PPPs?
The conference aims at increasing public and private procurement know-how and competence in communities through centres of competence. We focus on procurement via international project finance, concession contracts and BOT, BOOT, BO, DBO etc. (=PPP Public Private Partnerships). Currently 4 % of public spending in Turkey is via PPP which can grow in a few years to 15 %.
Attendees will be from public and private sectors: senior civil servants; Governors, Mayors, and chief financial officers; representatives of associations, municipalities, urban utilities; advisors, consultants, auditors and lawyers; economists, technicians, financial advisors; senior executives and top decisionmakers, contractors; executives from investment firms; representatives of finance institutions; senior managers from multilateral and bilateral development institutions; etc.
During the last years Turkey has adopted much of the European legislation and is about to completely implement and practice this in a few years. The kick-off conference “MasterPPPlan Turkey 2008” on the 29.4.2008 in Ankara celebrates the inauguration of a newly founded network C.R.E.A.M. Turkey PPP Alliance.
C.R.E.A.M. is a Think Tank and Learning Organization to promote and assist in PPP and concession type projects in all infrastructure areas. The knowledge network consists of national Public Private Partnership associations and the acronym stands for COMMUNITY, REALIZATION, EUROPEAN, AID, MASTERPLAN.
C.R.E.A.M Turkey’s Board of Directors reflects the membership from municipalities, advisors (economical, legal, technical, financial), contractors and banks. C.R.E.A.M. Turkey PPP Alliance is member of C.R.E.A.M. Europe PPP Alliance. This modern network highlights and facilitates the stronger involvement of private industries in public infrastructure in planning, financing, building and operating.
This first conference on 29.4.2008 introduces the MasterPPPlan initiative to the Turkish market. The new PPP association will regularly organize conferences and many seminars in the next months and years to raise awareness and to provide support both to public and private sector including formation of centres of competence, facilitation of twinning between Turkey and EU.
