EAC certification: Securing sales opportunities in the EAEU despite sanctions

EAC certification in practice: Between bureaucracy, market opportunities and geopolitical realities
The Eurasian Economic Union (EAEU) continues to offer European companies attractive export opportunities - especially in Russia, Kazakhstan and Belarus. However, many manufacturers in the EU overlook a silent but significant development: the economy in the EAEU is growing - not despite, but precisely because of the geopolitical shifts of recent years.
Driven by cheap Russian raw materials, technological initiatives and increasing purchasing power in parts of the region, new opportunities are emerging - for those who understand the market and act with legal certainty.
A valid EAC certification is almost always a prerequisite for access. It is not only a mandatory technical program, but also the decisive door opener to a high-growth economic area.
At the same time, there is uncertainty among many companies: how can you export to the EAEU at all without violating EU sanctions or BAFA (Federal Office for Economic Affairs and Export Control - Germany) approval requirements?
Although there are legitimate export bans - for example for listed dual-use goods - many products can still be delivered without a license if they are correctly classified and documented.
Those who ignore the markets out of fear, where legal possibilities exist, risk long-term competitive disadvantages.
Ignoring growth markets such as Russia, Kazakhstan or Belarus across the board - without a differentiated export review - is economically short-sighted and strategically risky.
What is EAC certification anyway?
The EAC mark (Eurasian Conformity) is the equivalent of the CE mark in the EU - it shows that a product complies with the technical regulations of the Eurasian Economic Union (EAEU).
Without this conformity assessment, many goods may not be imported or sold in the member states of the EAEU - such as machinery, electrical appliances, medical technology or consumer goods.
Depending on the product, proof is provided by:
* an EAC declaration,
* an EAC certificate or
* an official approval for special cases.
Important: The CE marking is not valid in the EAEU area. EAC is a separate system with its own rules - often more complex than it initially appears.
Practical case: Sales opportunity almost lost - due to misunderstanding at export control
A German manufacturer of pressure vessels received a specific inquiry from Russia. The devices met all the technical requirements - EAC certification would have been feasible. However, BAFA (Federal Office for Economic Affairs and Export Control - Germany) initially assessed the export as inadmissible.
Many companies would have given up at this point. But the manufacturer persisted - supported by an experienced export consultant. After specific consultation with BAFA, it turned out that the devices could be exported without a permit after all.
The deal was completed - just in time before the Russian buyers would have switched to Chinese alternatives.
Those who actively check instead of rejecting prematurely can secure sales opportunities.
Three typical pitfalls in EAC certification
* Incorrect assessment of the obligation
At first glance, many products do not appear to be subject to certification - but in fact they are.
* Untested test centers without experience
There are many new certification providers, especially in third countries. Some are reputable - others are not. Proven partners with experience provide security.
* Missing or incomplete documents
Key documents such as the EAC Technical Passport or the Safety Justification are often missing, especially for industrial products. Translations, customs codes and importer data are also often problematic.
Our advice: An expert preliminary check saves time and money and prevents unpleasant surprises.
Geopolitics, sanctions - and new approaches to certification
The certification environment has changed significantly since the start of the sanctions. Many EU inspection bodies have withdrawn - instead, Kazakhstan, Armenia and Kyrgyzstan are gaining in importance as certification locations.
At the same time, new challenges are emerging:
* Visa requirements for Russian assessors often make physical inspections in the EU impossible.
* Many manufacturers prefer entries in the EAEU register that were not processed via Russian certification bodies.
One customer deliberately chose a certification body in Kazakhstan in order to reduce the administrative burden - and to keep the processing outside of Russian authority structures - naturally within the framework of the applicable regulations.
Those who know the region and work with established partners remain capable of exporting even under complex conditions.
Conclusion: If you want to open up markets, you need clarity and expertise
EAC certification is not just a formality. It is a strategic tool for maintaining access to important markets - even under geopolitical pressure.
Our experience of almost 20 years shows:
Even under complex conditions, there are often legally sound ways to successfully implement export projects.
We are happy to support you in assessing your export options as well as in a secure and discreet certification process - via our proven partners throughout the EAEU.
