The US government signed the Executive Order on March 25, 2025, and the bill narrowly passed the House on April 10 by a 220-208 margin. To become law, it must secure 60 votes in the Senate - a decision that could determine the future of voting rights for millions of Americans abroad.

The SAVE Act would restrict mail-in and online voter registration by requiring in-person identity verification, effectively undoing protections from the 1993 National Voter Registration Act (NVRA).
