In response to this, Pang Pei proposed three solutions:

Channel Diversification: Reclaim the external publicity information dissemination rights of government agencies and state-owned enterprises, entrusting them to domestic institutions. Adopt a decentralized and region-specific platform strategy to increase the difficulty of foreign information collection.

Differentiated Management: Implement categorized management based on institutional functions and industry attributes, strictly adhering to the principle of "distinguishing between internal and external" practices.

Effect Optimization: Enhance communication effectiveness through methods such as SEO optimization, targeted placements in key media columns, and in-depth cooperation with industry-specific media. Simultaneously, support domestic media distribution platforms and foster leading domestic industry enterprises to fully participate in global competition, ultimately breaking foreign monopolies.

In response to the persistently high costs of external publicity, Pang Pei further analyzed that the monopoly of foreign platforms has led to a loss of pricing power, resulting in exorbitant fees for publishing individual articles by government agencies and state-owned enterprises. By introducing competition from domestic platforms and promoting centralized procurement, costs can be directly reduced by 30%-50%.
