Changing framework conditions demand a new understanding of real estate valuations from appraisers and owners_Berlin, July 8, 2025 - Property valuation in Germany is changing: market changes, regulatory innovations and the increasing use of digital tools are shaping the year 2025 like never before. In an environment of falling transactions, rising interest rates and growing uncertainty, the professional valuation of real estate is becoming increasingly important - for both private owners and institutional market participants.
New reasons for valuations and growing demand
The number of property valuations is at a high level in 2025 despite a decline in sales. The reason: more and more owners, buyers, courts and banks require independent and comprehensible valuations - for example for asset statements, tax assessments, asset transfers or in the course of estate planning.
"Many owners are realizing that an objective valuation is important far beyond the sale. Challenge: inconsistent market dynamics
Market development will vary greatly from region to region in 2025. While metropolitan regions will see moderate price stability, rural and structurally weak regions will come under considerable pressure. This spread places high demands on experts who have to precisely assess regional peculiarities, excess supply and shifts in demand.
"There will be fewer blanket statements on property value in 2025 than ever before. Sound location analyses and up-to-date market data are crucial in order to determine realistic values," Manfred Haus continues.
Digitalization is changing appraisal practice
Another trend: digitalization is increasingly finding its way into appraisal practice. Automated databases, AI-supported market analyses and online inspections are speeding up processes and improving the data situation. Nevertheless, the expert's personal expertise remains indispensable.
"Technology provides tools, but not a conclusive assessment. A well-founded assessment still requires experience, market knowledge and an eye for the individual characteristics of the property," emphasizes Manfred Haus.
Legal developments increase the pressure
There are also regulatory changes: With the amended ImmoWertV 2024, new requirements from the financial supervisory authority (BaFin) and ESG criteria (environmental, social, governance) being discussed throughout the EU, the requirements for transparency and traceability are increasing. Energy efficiency, sustainability and the refurbishment backlog now play a greater role in valuations than ever before.
"Today, the energy efficiency of a property is a massive value factor. Property valuations that ignore this are simply no longer up to date," says Manfred Haus.
Conclusion: objectivity and up-to-dateness are crucial
Property valuations in 2025 are more than just a set of figures - they are crucial management tools for investments, estate planning, lending and legal disputes. Anyone who owns or wants to acquire property today is dependent on qualified, comprehensible appraisals.
