Tenant Sues After Battery by Apartment Manager and Ongoing Housing Abuse in West Hills

West Hills, California, June 20, 2025 - A long-term tenant at a West Hills apartment complex is coming forward after being physically battered by an apartment manager-an incident captured on two angles of security footage-following years of deliberate neglect and retaliation aimed at forcing her out of her rent-stabilized unit.
The tenant, who uses the name Tenant Advocate for safety, has lived in the building since shortly after it was constructed-long before the current owners purchased it. The tenant says the managers have openly admitted they want her to move out so they can raise the rent.
The campaign to displace her has included:
• No working stove for over a year
• A broken washer and dryer
• Water dripping from the ceiling and air conditioner
• Rodent infestations in backyard and shared areas
• Dangerous, uneven flooring
• Five massive gaping holes in the master bedroom wall with incomplete construction-forcing the tenant to sleep in the living room for two years
• Intermittent shut-offs of the tenant's water supply-even mid-shower-without notice or explanation
• Spray-paint markings on the tenant's water valve in the street, indicating it is being deliberately targeted
• No hotel provided during multi-day hot water outages-forcing the tenant to shower at a public gym
• Phone calls for repairs frequently met with hang-ups or silence

These conditions were never repaired despite repeated requests. When the tenant refused to move, the situation culminated in a physical battery by an on-site manager. The impact from the fall caused lasting injuries. Yet, the manager remains in place-and no disciplinary action has been taken.
"One of the managers told me directly-they want me to move out so they can raise the rent on my unit. Since I wouldn't leave, they turned to harassment, neglect, and ultimately physical violence. I'm not just a tenant-I'm their target," said Tenant Advocate. The tenant has filed a legal claim and launched a GoFundMe to cover legal and medical expenses while bringing public attention to landlord retaliation and housing injustice.
