Strategic Encounter Towards a Digital Algeria: From the Gate of Youth to a Knowledge-Based Economy
In alignment with the dynamic trajectory of the new Algerian state, driven by a strategic vision led by the President of the Republic, Mr. Abdelmadjid Tebboune, and encouraging a tangible shift toward a knowledge-based economy and digital transformation, we had the honor of experiencing a field initiative that bridged vision and opportunity - ambition and structured execution.Upon a gracious invitation coordinated by Mr. Nouri Moussa, member of the High Council of Youth representing the Wilaya of El Tarf, I was received - as the founder of TKAWEN - by the Minister of Youth and President of the High Council of Youth in a distinguished meeting marked by attentive listening and sincere appreciation for youth-led innovation. During the encounter, we presented TKAWEN and the Algeria Certify platform as a national project that aims to redefine the relationship between certification, identity, and trust within an independent and innovative Algerian digital ecosystem.
TKAWEN: From a University Concept to a National Lever
We showcased years of development and refinement through the TKAWEN project - incubated at Badji Mokhtar University of Annaba under Ministerial Decree 1275, and officially recognized by the Ministry of Knowledge Economy and Startups with three innovation labels (Innovative Project - Startup - Certified Innovation). TKAWEN is an integrated engineering system offering training services, digital certification, and secure credential generation via an intelligent system connecting interactive learning, electronic verification, and professional classification through a unified interface accessible to all stakeholders.
The meeting was not merely a presentation - it was a strategic turning point. We witnessed unprecedented openness from the Minister, who demonstrated humility and political acumen, listening not just as a ministry official, but with the perspective of the state. The legal, accreditation, and administrative challenges we presented were taken seriously, with a commitment to raise these concerns directly to the Presidency.
From the Ministry of Youth to the Knowledge Economy: A Smart Institutional Transition
In the spirit of interministerial cooperation and institutional synergy, a follow-up meeting was held with the Minister of Knowledge Economy and Startups, who welcomed us with professionalism and remarkable openness. The discussion provided an opportunity to explore the architecture of the TKAWEN system and its strategic potential in contributing to the development of a national digital trust infrastructure - offering a sovereign alternative to existing gaps in accreditation, verification, and classification within the training and skills sector.
The Minister expressed clear support and encouraged the integration of our solutions into the national digital economy strategy, emphasizing the importance of backing initiatives that not only identify challenges but offer comprehensive systems to address them.
A New National Architecture: The State as a Platform, the Citizen as an Innovator
What TKAWEN offers is not just a technical product but a strategic vision for a sovereign Algerian digital system - one that sees digital certificates not as endpoints but as starting points for a knowledge and trust-based economy. It aims to connect citizens, institutions, and the state through a secure, globally-aligned, and locally-rooted information architecture.
We aspire for TKAWEN to become the state's tool in organizing the training market - distinguishing competence from pretense, and granting every certified individual verified credibility and every skilled citizen a clear classification pathway - within a transparent, secure, and professional framework.
A Message to Youth: You Are the Energy Awaiting Structure
At TKAWEN, we believe that the state is not an obstacle to youth ambition - but a platform for it, when we learn how to express our vision effectively. There is no meaning to entrepreneurship disconnected from national depth, nor a future for innovation without integration into state structures.
Through this strategic engagement with two key ministries, we have opened an institutional communication channel and demonstrated that the New Algeria is not just a slogan, but a reality in the making - every time youthful intellect meets a listening state, and when tools, willpower, and digital governance align.
We extend our sincere gratitude to Mr. Nouri Moussa, member of the High Council of Youth representing the Wilaya of El Tarf, for his unwavering support and instrumental role in facilitating this strategic encounter.
