BPCL Launches Rs 90,000 Crore Andhra Refinery Project with Petrochemical Focus and ESG-First Blueprint

Bharat Petroleum Corporation Limited (BPCL) has kicked off a landmark project with the announcement of its Owner's Management Consultant (OMC) tender for the upcoming Andhra Refinery, a ₹90,000 crore mega-complex near Ramayapatnam. Digitally Engineered from the Ground Up
The refinery will deploy a real-time Project Management Information System (PMIS), cyber-secured OT architecture, and smart warehouse analytics-making it one of India's first refineries to fully integrate digital systems in the construction phase itself, rather than post-commissioning.

BPCL is not just looking for advisors-it seeks a strategic partner. The OMC will play a 360-degree role, advising on licensor selection, market-linked product planning, ESG performance tracking, modular construction strategies, JV models, and execution planning. Risk scenario modeling and CAPEX optimization are also key responsibilities.
Modular and Agile Execution Model
The Andhra Refinery is expected to adopt modular construction and robotic fabrication techniques to compress execution timelines. Offsite fabrication, pre-certified design packages, and flexible rollout plans are part of BPCL's vision for accelerated project delivery.
Integrated Ecosystem Planning
Beyond refinery infrastructure, the scope extends to township development, social infrastructure, skill centers, and connectivity to LNG grids, desalination plants, and rail/port logistics-positioning the region as a future industrial hub.
High Bar for Bidders
Only top-tier consulting firms with experience in managing large-scale refining or petrochemical projects-specifically with single-project consultancy experience exceeding ₹160 crore or equivalent multi-project experience-are eligible to bid. Global licensor experience and digital infrastructure capabilities are essential under BPCL's QCBS (Quality and Cost-Based Selection) system.
