Since 2018, an IAEA technical cooperation project has been working to enhance the quality of industrial goods and services while strengthening the assessment of city structures across Latin America and the Caribbean.

The alarming increase in earthquakes and other natural disasters in the region has significantly emphasized the need for a well-coordinated response system. With the formation of these response centers, the region independently manages the aftereffects of natural disasters. The IAEA technical cooperation project involves nine participants from Brazil, Mexico, Costa Rica, and Argentina who are trained in non-destructive testing techniques such as X-rays and gamma rays to inspect civil engineering structures. Further 24 participants were from Argentina, Venezuela, Costa Rica, Cuba, Chile, Ecuador, Dominican Republic, Peru, Mexico, and Uruguay who were qualified in using non-destructive testing techniques like visual inspection and ultrasonic testing that use soundwaves to identify defects and thickness of materials and components.
Mario Barrera Méndez, quality control coordinator at the Chilean Nuclear Energy Commission and the leader of the response center in Chile stated, "The network established by the IAEA is the cornerstone of the region's new emergency response capability. As one of the four response centers, we intend to share the vast amount of knowledge we have gained in NDT techniques where it's needed in Latin America and the Caribbean."
Non-destructive testing equipment is gaining high traction in Latin America, due to an increase in oil & gas production and power generation. As 75% of the region's oil is produced by Mexico, Venezuela, and Brazil, regular checks and maintenance of pipes, welding, and concrete are mandatory to prevent mishaps. Furthermore, due to the alarming rise in natural disasters, the IAEA technical cooperation project plays a crucial role in inspecting and maintaining city structures across Latin America and the Caribbean.
