Tony DiCesare, BCBA, Esq has the unique distinction of being one of the only Board Certified Behavior Analysts and licensed attorneys in the world. His unique background of being a highly experienced consultant and practicing special education law allows him to view special education disputes from varying perspectives to assist all parties in resolving such disputes in the best interest of the student. He has worked with numerous school districts to effectively resolve differences among child study teams and guardians. Tony regularly conducts workshops and trainings for Child Study Teams and Administrators on topics such as legal requirements when schools provide ABA services and best practices in provide students with FAPE in the LRE. Brett DiNovi, BCBA is a distinguished behavior analyst and the founder of one of the largest ABA practice groups on the east coast. Brett has been an expert witness in due process hearings, a speaker on Comcast Newsmakers, has publications in the Journal of Applied Behavior Analysis, a guest lecturer at numerous universities and has held executive leadership positions for schools and residential programs nationwide. Brett will focus on tactics that independent evaluators use that are sometimes inappropriate according to their scope of practice. In addition, he will review examples of how the functional behavior assessment and behavior intervention plans could have prevented litigious situations.

Paul C. Kalac, Esq. is a practicing attorney with the law firm Schwartz, Simon, Edelstein, and Celsco. He concentrates his practice on public boards of education in all areas affecting their operation, with a focus on special education law and labor negotiations. He has been involved in several Section 504 disputes as well as multiple appearances before the New Jersey Division on Civil Rights and the United States Office of Civil Rights. Paul will focus his attention on litigation strategies which have proven successful in defending school Districts in due process hearings. He will also provide examples of the complexities of special education litigation and how settlements prove to be the best remedies to these disputes. Paul will further highlight the pitfalls of litigation, particularly the tremendous financial exposure to school districts if they are on the losing end of a special education case.

Susan Hodges, Esq. provides counsel to both public and private schools regarding special education ligation. Her cases have involved claims regarding Title VII of the Civil Rights Act of 1964, the American with Disabilities Act, the Age Discrimination in Employment Act, the Family Medical Leave Act, the New Jersey Law Against Discrimination and the Fair Labor Standards Act.
