Canada Updates Regulations Regarding Phthalates in Vinyl Toys and Child Care Articles
The new regulation, SOR/2016-188, has:
• Deleted the ‘Authorization’ section relating to the advertising, sale and importation of vinyl toys and child care articles
• Added ‘article de puériculture’ and ‘jouet’ for child care articles and toys in the English section of the Regulations
Phthalates have been restricted in Canada, under the Canada Consumer Product Safety Act (CCPSA), since June 2011. The restricted phthalates are:
• BBP - Benzyl butyl phthalate
• DBP - Dibutyl phthalate
• DEHP - Di(2-ethylhexyl) phthalate
• DIDP - Diisodecyl phthalate
• DINP - Diisononyl phthalate
• DNOP - Di-n-octyl phthalate
Under both SOR/2016-188, and the previous SOR/2010-298, the six phthalates must be restricted to levels ≤ 1000 mg/kg in vinyl in toys or child care articles, or any part of a toy or child care article that can, in a reasonably foreseeable manner, be placed in the mouth of a child under four years of age.
