Canada Introduces News Rules For Cribs, Cradles And Bassinets

Health Canada's new Cribs, Cradles and Bassinets Regulations (CCBR) introduced on June 29, 2016 – under the Canada Consumer Product Safety Act (CCPSA) – are set to strengthen protection for children and babies.

The CCBR introduces new requirements to better cover hazards associated with these products that have not already been addressed by the previous CCBR. The aim overall is to further minimize the number of injuries and deaths occurring. The new CCBR is also set to align Canada's requirements with those established by the US CPSC, which reference the ASTM standards for cribs, cradles and bassinets.

The background to this move is the 35 recalls for these products that occurred between 2010 and mid-September 2014. Of these, 14 related to crib drop sides, 5 to crib slat strength, 2 to crib mattress supports, and 2 to instructions for assembly and proper use.

The following revisions to the regulations are included within the proposal:

• Prohibition of the sale, import, manufacture and advertisement of cribs, cradles and bassinets with sides that are not rigidly attached to the crib, cradle or bassinet ends (i.e. traditional “drop sides”)
• A structural integrity test method for the mattress support, and an additional test method for crib slat strength
• A new requirement of height of access side
• Updated assess area for crib toeholds
• A performance requirement for strengthening the key structural components
• Additional test methods for accessories such as sleep or change table accessories, and stands
• Requirements for the maximum rest angle and maximum flatness angle for sleep accessories and stands
• Requirements for completely bounded openings of sides made out of textile or other pliable materials
• Changed requirement for the maximum height of corner posts
• A test method for stability
• Test methods for stands that are used with products
• Requirement prohibiting the use of occupant restraints
• Requirement for more detailed information and relative statements
