European Commission Modifies Regulations on Potassium

On April 21, 2016, the European Commission amended the regulations regarding the use of Potassium Hydroxide in Cosmetics. The publishing of Commission Regulation (EU) 2016/622 has required a redraft of entry 15a and the insertion of entry 15d into Annex III of Regulation (EC) 1223/2009.

The change in regulation follows a study by the Scientific Committee on Consumer Safety (SCCS) which concluded that Potassium Hydroxide could be considered safe for use as a callosity softener/remover in concentrations no greater than 1.5%. SCCS also concluded that free potassium hydroxide could be safely used in other cosmetic products in concentrations from 0.5%. These revisions, regarding Potassium Hydroxide, are dependent upon responsible risk management, through appropriate warnings and extensive directions for use.

The European Commission’s adoption of the SCCS’s findings comes into effect on May 12, 2016.
