Benzo[def]chrysene is Added to the Candidate List of SVHCs by ECHA
On June 20, 2016, the European Chemicals Agency (ECHA) added Benzo[def]chrysene to its Candidate List of Substances of Very High Concern (SVHCs). The addition of Benzo[def]chrysene means that there are now 169 SVHCs listed.Benzo[def]chrysene (IUPAC name: Benzo[a]pyrene) belongs to the Polycyclic Aromatic Hydrocarbons (PAHs) group of substances, some of which are well-known to be hazardous to human health and the environment. While Benzo[def]chrysene has no specific function, it is found as a contaminant in the production of plastic, rubber and coatings – especially extender oils and carbon black.
Benzo[def]chrysene has been categorized as: carcinogenic, mutagenic and reprotoxic (CMR); persistent, bioaccumulative and toxic (PBT); and very persistent and very bioaccumulative (vPvB).
Under the terms of Article 33 of REACH, European Union (EU) and European Economic Area (EEA) manufacturers and importers are obliged to notify recipients when the concentration of SVHC within an article exceeds 0.1% (w/w). This action must be carried out as soon as the substance is added to the Candidate List of SVHCs. In this case, recipients are classed as industrial or professional users and distributors, but not consumers. Consumers can request similar information, and the suppliers of the article must provide it within 45 days.
Manufacturers and importers of products that contain a SVHC at a concentration above 0.1%, and with a quantity of over one tonne per year, must notify the ECHA under Article 7 of REACH. This must be done within six months of their insertion onto the Candidate List and so a deadline of December 20, 2016 has been given for products containing Benzo[def]chrysene.
Companies are advised to now assess their products in relation to the change in status of Benzo[def]chrysene.
