Japan amends existing protections on household goods to include restrictions on azo compounds.

The Japan MHLW released an amendment to the existing “Act on Control of Household Products Containing Harmful Substances.”

Azo Compounds Designated as Harmful

The Japan Ministry of Health, Labor and Welfare (MHLW) officially released an amendment to the existing “Act on Control of Household Products Containing Harmful Substances”, where azo compounds are designated as hazardous substances. Twenty-four specified aromatic amines are regulated and cannot be used in household products in amounts exceeding the established limit. The amended ordinance (http://wwwhourei.mhlw.go.jp/hourei/doc/hourei/H150408I0010.pdf) will enter into force on April 1, 2016.

Aromatic Amines Targeted by Regulation

The new ordinance restricts azo compounds that can break down to release any of the 24 toxic aromatic amines with a threshold limit of less than 30 mg/kg when tested using a gas chromatograph mass spectrometer. The 24 aromatic amines specified as “hazardous substances” are listed in a table within the latest SGS Safeguards bulletin (http://newsletter.sgs.com/eNewsletterPro/uploadedimages/000006/sgs-safeguards-06215-japan-announces-azo-restriction-textile-products-a4-en-15.pdf).

Textile Chemical Testing Required

Recommended Test Method:

- JIS L 1940-1:2014 (ISO 24362-1:2014) – Textiles – Methods for determination of certain aromatic amines derived from azo colorants – Part 1: Detection of the use of certain azo colorants accessible with and without extracting the fibers.

- JIS L 1940-3:2014 (ISO 24362-3:2014) – Textiles – Methods for determination of certain aromatic amines derived from azo colorants – Part 3: Detection of the use of certain azo colorants, which may release 4-aminoazobenzene.
