The role of accessibility of Information and Communication Technologies (ICT) in housing communities is becoming increasingly critical in today's technologically advanced and digital age. Ensuring housing communities are equipped with accessible ICT is fundamental in providing a safe, secure environment for people with disabilities, and in promoting social inclusion.

Benefits of ICT Accessibility

Access to ICT provides numerous benefits to people with disabilities, particularly in fostering independence and keeping them connected to the world. For example, accessible display screens in communities can facilitate learning about local events and enable participation in community activities. Similarly, accessible online housing platforms can help persons with disabilities stay connected and fully and equally participate in community living.

Beyond promoting social inclusion, accessible ICT in housing communities can also foster a more equitable living environment. Providing access to ICT creates opportunities for people with disabilities to participate in activities that may otherwise be inaccessible, helping to combat social isolation by enabling them to interact with others in their community and cultivate meaningful relationships.

Accessibility Case: Dr. Kalyan Vs. Adonmo
A recent case exemplifies this ongoing struggle for accessibility. Dr. Kalyan Kankanala, a blind individual, filed a case against Adonmo as the company's display devices in his housing community in Bangalore South were not accessible. Dr. Kankanala requested that Adonmo share community information, news, and advertisements displayed on their digital screens in accessible formats, but the company refused.
The Court of Chief Commissioner for Persons with Disabilities heard the matter, ruling that Adonmo must provide all information on its devices in accessible PDF format by email. The Court also instructed the Ministry of Housing to take steps towards providing accessible information to persons with disabilities in all communities across India. This case sets a precedent that providing community information in accessible formats to persons with disabilities is not a matter of choice, but a legal requirement.

Conclusion

In conclusion, the importance of ICT accessibility in housing communities is undisputed. It offers substantial benefits to people with disabilities, such as maintaining connectivity, staying informed, and accessing community activities/services. Moreover, it can contribute to promoting social inclusion, equal opportunities, and independent living.
Therefore, it is vital for housing communities to ensure they are providing adequate access to ICT to create a safe and equitable living environment for all. As we look to the future, it is our hope that communities across India will provide information in accessible formats for persons with disabilities by adopting universally designed display devices, e-platforms, and other ICT.
