Concrete progress seen in Taiwan’s promotion of emerging industries

Taiwan’s industrial sector currently suffers from over-concentration, insufficiently diversified development and susceptibility to international economic downturns. To map out a developmental direction for future industries, the Executive Yuan combined Taiwan’s advantages in human resources and information technology with world trends to draw up the Six Key Emerging Industries Plan. This plan targets the biotechnology, tourism and travel, “green” energy, medical care, quality agriculture and cultural and creative sectors.

In biotechnology, the Executive Yuan launched the Diamond Action Plan for a Biotech Takeoff on March 26, 2009. The plan’s four principal elements are: boosting the capacity to commercialize R&D, setting up a biotech venture capital fund, promoting an integrated cultivation mechanism and establishing a food and drug administration. The biotech venture capital fund’s primary objective is to inject funds into the biotech industry, with at least NT$5 billion to be invested during the initial period. To date, Hsin Yao Venture Capital, Biotechnology Venture Capital and Hua Yu Venture Capital have submitted funding applications, which are expected to be reviewed by the National Development Fund in July. If approved, these large-scale biotech venture-capital endeavors can officially get underway.

Meanwhile, the developmental direction set forth by the Executive Yuan for “green” energy focuses on renewable energy, electric cars, solar photonics and solar batteries, and light-emitting-diode (LED) lighting. Public investment of at least NT$20 billion in R&D on related technologies is planned for the next five years, a move that is expected to attract in excess of NT$200 billion in private investment. It is estimated that the green energy industry’s production value will rise from NT$160.3 billion in 2008 to NT$1.158 trillion in 2015, a process that will create 110,000 jobs.

The Photonics Industry & Technology Development Association hosted the Photonics Festival in Taiwan 2010 from June 14-16 to encourage technical exchanges and the development of the industry. Vice President Vincent C. Siew, presiding over the June 9 opening ceremony, said that while this year’s festival centered on photonics technologies, it also highlighted semiconductor, electronics, optics, precision machinery, LED and solar power technologies. The exhibition demonstrated Taiwan’s strong industrial base, he continued. Photonics, Siew said, is set to follow semiconductors and motherboards and become a trillion-NT-dollar industry this year. Photonics technologies, central to the development of “green” industries, are also essential to promoting the Six Key Emerging Industries. Moreover, they mesh with the global trend of saving energy and cutting carbon emissions. Photonics, Siew postured, have excellent development prospects.
