European Chemical Agency Begins Public Consultation on Six Proposed SVHCs
The European Chemical Agency (ECHA) has begun a consultation on six potential Substances of Very High Concern (SVHCs). This is the second such public consultation of 2018 and it covers:• 2,2-bis(4'-hydroxyphenyl)-4-methylpentane
• Benzo[k]fluoranthene
• Fluoranthene
• Phenanthrene
• Pyrene
• Undecafluorohexanoic acid and its ammonium salt
Four of these substances belong to the family of polyaromatic hydrocarbons (PAHs) – benzo[k]fluoranthene (BkFA), fluoranthene, phenanthrene and pyrene. These substances are not produced intentionally but occur as a constituent of coal and petroleum stream UVCBs – substance of unknown or variable composition, complex reaction products or biological materials.
2,2-bis(4'-hydroxyphenyl)-4-methylpentane is mainly used in polymer manufacturing and is to be classified as toxic for reproduction category 1B (Repr.1B). It is structurally similar to bisphenol A (BPA), which is also Repr. 1B, and is therefore sometimes used as an alternative. It can be found in the manufacture of thermal paper, surface coatings, inks and adhesives.
The final potential SVHC candidate, undecafluorohexanoic acid and its ammonium salt (PFHxA and APFHx), is being considered because it represents a serious threat to the environment. The ECHA has determined that it is extremely persistent with high mobility in the aquatic environment and therefore can be distributed easily within and between aquatic environmental compartments. It can also easily find its way into plants and drinking water. This substance has no specific uses but is found as an impurity or as a byproduct of degradation.
If these six chemicals are accepted as SVHCs, the list will expand to 197 substances.
Interested parties have until October 19, 2018, to submit their comments to the ECHA.
