Enhanced Data Compression for Live Video Data Streaming

The Fraunhofer Institute for Telecommunications, Heinrich Hertz Institute in Berlin presents a software-based system for scalable video coding (SVC) in real-time at IBC 2009 in Amsterdam.

At IBC 2009 in Amsterdam, the Fraunhofer Heinrich Hertz Institute in Berlin presents a software-based system for scalable video coding (SVC) in real-time. The solution simultaneously provides for numerous resolutions, different frame frequencies and variable picture quality within a single bit stream. This enables real-time adaptation to various transmission channels or end devices without the need for renewed coding as the special data stream needed by any specific application can simply be selected. Video streaming or the broadcasting of video content in real-time is now used in a wide variety of applications from multimedia messaging and video conferencing via mobile TV to standard TV and HD TV over Internet. Video content is simultaneously transmitted from one source to a broad array of end devices which deploy different kinds of display and different methods of data processing. This means that flexible adaptation of the data to the various broadcasting and replay methods is needed if video content is to be shown simultaneously on disparate equipment from different vendors.

Scalable Video Coding (SVC) is an extension of the H.264. coding standard which enables scaling of the video stream according to temporal, spatial and qualitative (SNR) parameters. Data is organized in packets so that mobile devices with low reception only can extract the packets they need for viewing from the transmitted data. Devices offering better video quality can receive correspondingly higher rates. As the data rate is dynamically adapted to the specific device, this also cuts out any fluctuations of the data rate which may occur during live broadcasts.

At
the beginning of 2009 the Institute had a staff of some 250 employees and some 80 students.
