Economic Development Nonprofit Organization BCL of Texas Announces Leadership for 2017 Board of Directors

AUSTIN, TX— BCL of Texas is pleased to announce the appointment of its 2017 Board of Directors, with Andres Garza, Jr. of Wharton, TX, serving as Chair of the Board, and David Brennan of Waco, TX, filling the new role of Chair-Elect.

Mr. Garza has served on the BCL Board of Directors since 1997, and brings 30 years’ experience in city management, first as City Manager for the City of Pearsall, and currently as City Manager for the City of Wharton. “It’s been an honor for me to be able to be a part of this organization that does very important things for our community,” he said. “We have been able to provide our small businesses the capital that they need to expand. Job creation occurs in small businesses, which is really the backbone of our communities.”

With extensive experience in administration of policies and programs, Garza has led the organization by building community partnerships and strong funder relationships. CEO Rosa Ríos Valdez said, “He’s been able to support the diversity of programs that we’ve developed over the years and has been able to ensure that we’re successful.”

David Brennan, Regional Executive Vice President at Extraco Banks, has been elected to the new position of Chair-Elect, and will continue to the role of Chair in 2019 following the board ascension order. Mr. Brennan, an experienced commercial loan officer, brings bank expertise to his position. “As a community business lender, we value the guidance he has given to our commercial lending programs — not only as chair elect, but by serving on our loan committee as well.”

With unanimous approval, the board has implemented an ascension structure, with each member serving a two-year term before ascending to the next role in order. The ascension order will flow from Treasurer to Secretary to Vice Chair to Chair Elect to Chair to Ex-Officio.

CEO Rosa Ríos Valdez said, “We’re delighted that officers can move up in the new rotation structure that we developed earlier in the spring. This new structure creates continuity and allows each of our officers as they move up to build capacity.”
