Industrial Monitoring and Control Instruments in Scope of

For industrial monitoring and control instruments, the transition period for compliance with Restriction of Hazardous Substances (RoHS) Directive 2011/65/EU, ends on July 22, 2017. RoHS restricts the use of certain hazardous substances in electrical and electronic equipment (EEE) placed on the market in European Union (EU) member states.

The restrictions apply not only to industrial monitoring and control instruments but also cables and spare parts used for their repair, their use and updating of their functionalities or upgrading of their capacity.

Annex II of the RoHS Directive sets out the substances that are restricted, along with their maximum allowed concentrations in weight. These are:

• Lead, 0.1%
• Mercury, 0.1%
• Cadmium, 0.01%
• Hexavalent chromium, 0.1%
• Polybrominated biphenyls (PBB), 0.1%
• Polybrominated diphenyl ethers (PBDE), 0.1%

Stakeholders should be aware that Annex II of the Directive also lists four phthalates – DEHP, BBP, DBP and DIBP. Restrictions on these, however, will not apply until either July 22, 2019, or July 22, 2021, depending on the category of EEE.

Manufacturers, importers and distributors of industrial monitoring and control instruments are advised to make sure their products are compliant with the requirements of RoHS Directive 2011/65/EU. Manufacturers are required to design and fabricate EEE that comply with RoHS, draw up technical documentation and an EU declaration of conformity. In addition, they must implement production controls and checks, to ensure compliance, and affix the CE marking. Importers and distributors should be aware these obligations also apply to the EEE they market, especially when it is promoted under their own name or trademark.
