Nuclear energy is re-emerging as a strategic pillar in global energy policy, and Japan is positioning itself at the center of this reset.

Following a high-level meeting with U.S. President Donald Trump, Japan announced plans to provide up to USD 332 billion to support critical energy infrastructure in the United States, with nuclear reactor construction and advanced power systems forming a core component.

This commitment stems from the broader U.S.-Japan framework agreement, under which Japan pledged USD 550 billion in industrial investments to strengthen economic and energy security across both nations.

A significant share of the proposed funding targets next-generation nuclear technologies. Up to USD 100 billion is expected to support Westinghouse's AP1000 large-scale reactors and small modular reactors (SMRs), potentially in partnership with Japanese industrial leaders such as Mitsubishi Heavy Industries, Toshiba Group, and IHI.

Another USD 100 billion is earmarked for SMR projects including GE Vernova Hitachi's BWRX-300, currently under development in North America. Additional allocations span grid infrastructure, turbines, cooling systems, and large-scale power engineering highlighting nuclear energy's integration with broader electrification and grid-stability goals, particularly for AI-driven and mission-critical facilities.

These moves reflect Japan's recalibrated nuclear stance at home. After the 2011 Fukushima Daiichi disaster now nearly 15 years into a USD 35 billion decommissioning process Japan shut down most of its reactors, increasing dependence on imported fossil fuels.

Today, the country remains one of the world's largest importers of liquefied natural gas and coal. However, rising energy-security concerns, carbon-reduction targets, and electricity demand from digital infrastructure have prompted a policy pivot.

Japan's latest Strategic Energy Plan calls for a "maximisation" of nuclear power, targeting around 20% of total electricity generation by 2040, with roughly 30 reactors expected to be operational.

At the same time, nuclear is being repositioned as a complement not a competitor to renewables. Fukushima Prefecture itself has become a symbol of this dual approach.

The Abukuma wind farm, Japan's largest onshore wind project, began full operations in 2025 and now anchors a regional push toward 100% renewable electricity by 2040, supported by solar, wind, and geothermal energy. Renewables already account for nearly 60% of Fukushima's power mix, compared with just 23% in 2011.

Nationally, Japan aims for 40-50% renewable energy by 2040, while cutting coal's share sharply. Emissions have begun to decline down 4% year-on-year to March 2024 driven by energy efficiency, renewable expansion, and nuclear restarts. Yet international scrutiny remains intense, with critics pointing to Japan's continued fossil-fuel reliance and cautious stance on global phase-out commitments.

Against this backdrop, Japan's overseas nuclear investments signal more than commercial ambition.

They represent a strategic export of engineering expertise, a hedge against domestic constraints, and a bid to shape the next generation of nuclear power globally particularly SMRs tailored for decarbonisation, grid resilience, and AI-era electricity demand. As energy systems worldwide balance reliability, climate goals, and geopolitical risk, nuclear power once sidelined has re-entered the conversation as a cornerstone of long-term energy security.
