Hilliard Commons Resident Calls for Transparency, Accountability, and an End to Selective Enforcement

After more than 17 years living in Hilliard Commons, a condominium community in Ohio, one homeowner is publicly urging stronger transparency, financial accountability, and an end to selective enforcement within the homeowners' association (HOA). Speaking as an owner representative acting on behalf of Special K Trust (titleholder to the property), the resident cites concerns including inconsistent communication, uneven enforcement outcomes, and limited access to association records.

The resident points to governance and spending concerns, including a multi-year gutter-replacement and soffit-venting project. After observing what appeared to be improper installation, the homeowner documented issues and consulted multiple licensed contractors who reportedly confirmed the work did not meet standard building practices. The board later hired another company to inspect the project-an original bidder-whose inspection confirmed deficiencies, prompting requests for corrective work.

During subsequent legal proceedings, the resident states they learned through depositions that a former board accepted the highest bid for a major project-more than $130,000 higher than the lowest bid. The resident further alleges the board president at the time took the bid from a friend and community resident (a salesperson), and that the project contractor paid that salesperson a $30,000 commission for submitting the bid. The resident says this is one of multiple issues they believe were exposed through documentation and testimony, reinforcing the need for competitive bidding, conflict-of-interest safeguards, and financial transparency.

Current board leadership includes President Danae Wassinger, identified as a licensed real-estate professional. Property management is handled by Associa, with Paige Riley serving as community manager. The resident claims communications with management have been difficult at times and says multiple neighbors have expressed similar frustrations about delayed follow-ups and inconsistent application of community policies.

The homeowner also describes receiving a cease-and-desist notice from HOA legal counsel Kaman & Cusimano, directing the resident not to contact the board president directly, followed by a fine related to a minor trash-can issue. The resident states the fine was removed after the trust's agent provided documentation showing the rule had been applied incorrectly; according to the resident, the fine was then removed immediately, which they say confirmed the enforcement decision was wrong.

After 17 years in Hilliard Commons, the resident says they have experienced selective enforcement and what they describe as attempts to limit or silence their family's advocacy through legal correspondence-actions the resident says have not changed their commitment to transparency and accountability. The resident further alleges that while they were cited for minor infractions, other residents committing the same violations were not cited under similar circumstances, raising concerns about fairness and consistency.

The resident is also seeking clarity about Flock Safety cameras installed at community entrances, including who can access footage and how it is used. Referencing Ohio Revised Code 5312.07, the resident notes that owners in planned communities have rights to examine and copy association books, records, and minutes-subject to reasonable standards-and says requests for camera-access policies and related records have not yet been fulfilled.

"I want resolution through openness-not conflict," the resident said. "Accountability begins with awareness, lawful questions, and equal treatment for all owners."

The trust's agent and trustee state they are concerned there may be further retaliation following this release and plan to provide updates through their blog. They also say they will pursue any legal remedies they deem necessary to protect their rights.
