The Ndege Group, Africa's Sovereign Development Trust®, has published The African Federation Treaty Framework, a comprehensive operational blueprint for continental economic sovereignty, now available for expert review and collaborative refinement on Zenodo, Academia.edu, Slideshare, Filebase and Filen.The 52-page framework addresses Africa's €290 billion annual economic losses from fragmentation by proposing integrated financial, security, digital, and trade architectures designed to generate €66 billion in benefits by Year 5 of implementation.
AN INVITATION, NOT A DECLARATION
"This document supersedes rhetoric with machinery," states David Okiki Amayo Jr., Founder & Chairman of The Ndege Group.
"Every provision includes enforcement mechanisms, performance metrics, and failure protocols. We're not proposing what Africa should aspire to, but detailing how to shift from aspiration to operational."
The framework's tripartite structure introduces:
- The African Sovereign Development Finance Fund (ASDF): A €410 billion capitalised entity utilising OmniGaza® blockchain infrastructure to reduce sovereign borrowing costs by 150 basis points, saving €9 billion annually on existing debt service.
- The United African Defence Force Central Command (UADFCC): A 25,000-personnel continental security architecture protecting €3.4 trillion in AfCFTA economic activity, reducing trade insurance premiums by 30% and unlocking €12 billion in immediate savings.
- The African Rare Earth Mineral Fund (AREMF): A value-capture mechanism requiring 3-5% mineral royalties and 2% hydrocarbon revenues, projected to generate €45 billion in additional annual revenue by 2030.
BUILT FOR IMPLEMENTATION, NOT APPLAUSE
Unlike aspirational policy documents, the framework specifies:
Phased integration timelines (24-60 months)
Graduated sanctions for non-compliance (warning through expulsion)
Algorithmic oversight with quarterly public audits
Constitutional dispute resolution hierarchies
Data localisation requirements with 48-hour retention mandates
"Ambiguity breeds exploitation; therefore, this Framework privileges specificity," the preamble states. "The era of external intermediation ends. The epoch of African agency begins."

The document is intentionally released ahead of the Sandton Symposium 2025 (28 November - 3 December), where policymakers, economists, legal scholars, and continental institution representatives will evaluate implementation pathways. "We're inviting scrutiny from those who build and have been building, not those who critique from comfort," Amayo notes.
"If you see structural weaknesses, propose solutions. If you identify resource gaps, help us close them. If you believe this is achievable, and deep down, I know many know it is, join us in making it operational."
The framework acknowledges complexity: monetary coordination spans four phases across 14 years; digital infrastructure requires sovereign cloud deployment across five regions; agricultural sovereignty demands fertiliser production capacity and strategic grain reserves.
These are not obstacles, but specifications.
THE OPPORTUNITY COST OF INACTION
The framework quantifies fragmentation losses:
- €150 billion to security fragmentation
- €88.6 billion to illicit financial flows
- €51.4 billion to trade barriers
"Africa forfeits nearly €300 billion annually through systematic inefficiencies," the Executive Brief calculates. "This Framework transforms these losses into gains through three mechanisms: financial architecture, security integration, and resource optimisation."
With a projected 2,640% return on investment over five years from an initial €2.5 billion deployment, the framework positions continental integration not as idealism, but as pragmatic economics.
