Inland Empire cities report rising incidents of roadside debris, discarded furniture, and construction waste-much of it traced to unlicensed, uninsured haulers operating outside the law.
These operators are often roofers, landscapers, or handymen taking side jobs for extra cash, using private vehicles without permits, licenses, or disposal access. Some even solicit business outside home improvement stores or on social media, charging prices comparable to-or higher than-legitimate companies.
"Many homeowners assume that someone with an old truck will be cheaper," said Michael Rowley, owner of Corona Junk Removal & Property Maintenance LLC. "But when those haulers dump illegally, the county can trace it back to the customer, not the hauler. That's the hidden risk most people don't realize."
Riverside County Law: Homeowners Can Be Held Responsible
Under Riverside County Ordinance 541, if dumped debris is traced to a specific address or homeowner, Code Enforcement can abate the violation and bill the property owner for cleanup, transport, and administrative costs.
If those costs go unpaid, the county can legally record them as a lien or special property tax assessment. The ordinance makes both the property owner and any person in possession jointly responsible for maintaining a nuisance-free property-even if they didn't personally dump the waste.
California Penal Code §374.3 reinforces this liability, prohibiting dumping on public or private land and authorizing fines from $250 to over $3,000 for individuals, with higher penalties for commercial violations. Riverside County can also recover abatement and administrative fees under Ordinance 541, adding those amounts to property tax rolls if unpaid.
In short: if you hire an unlicensed hauler and that person dumps illegally-and inspectors find packaging or mail linking the debris to you-the county can charge you unless you can prove who you hired and where they disposed of the waste.
Why Licensed Haulers Matter
Professional junk removal companies are regulated, insured, and trained to handle waste legally. They maintain:
• Commercial auto and liability insurance
• Workers' compensation coverage (if applicable)
• Permitted access to disposal and recycling facilities
• Environmental compliance and safety training
• These credentials protect both the client and the community.
Unlicensed haulers lack these protections-and often leave customers exposed to legal and financial fallout.
"Legitimate haulers like us pay thousands every year in insurance, landfill fees, and compliance costs," said Rowley. "We compete against people who pay nothing and dump wherever they want. Supporting licensed companies keeps the whole system honest."
The Real Cost of "Cheap" Hauling
Low prices often hide bigger risks. A hauler offering half the going rate may be skipping disposal fees or dumping illegally. Once waste leaves your property, it remains your legal responsibility until it reaches an approved disposal site. Without a receipt from a permitted facility, homeowners have no proof of proper disposal.
Tip: Always ask for:
• The company's city business license and insurance certificate
• A disposal or recycling receipt after the job
• Verification on the CSLB website: www.CSLB.ca.gov if applicable
• If they can't provide it, they shouldn't touch your property.
• Protecting the Community
Illegal dumping pollutes waterways, harms wildlife, and lowers property values. Each cleanup drains taxpayer funds that could go toward roads, schools, or parks.
