The United States is raising barriers through sweeping tariffs, while China-already maintaining relatively low import tariffs in the medical sector-is opening further. In particular, Hunan Province is positioning itself as a gateway for international collaboration, unveiling new regulations to attract global investment in medical and advanced manufacturing.

China's Response: Hunan's New Regulation

On October 1, 2025, Hunan's Cell and Gene Industry Promotion Regulations came into effect.
What the regulations (see source below) cover:
According to Article 2, the Regulations apply to the research and development, production, storage, transportation, operation, and use of cell and gene technologies and products (including medicines and medical devices) for the prevention, diagnosis, and treatment of human diseases within Hunan Province. They also govern related activities such as industry promotion, supervision, and management.
This framework spans the entire value chain-R&D, clinical trials, production, data governance, logistics, and adoption-while embedding the sector into China's national economic and social development plan. Unlike many provincial initiatives, it aligns directly with Beijing's highest-level standards, ensuring consistency and long-term support.
For international biotech, pharma, medtech, and device companies, this means:
• Policy certainty - Alignment with Beijing's standards for safety, ethics, and growth reduces the risk of shifting provincial priorities.
• Clinical access - Concentrated trials in tertiary hospitals offer predictable collaboration pathways and faster patient recruitment.
