"These workers are everywhere-in your grocery store, in warehouses, in restaurants," Zabasky said. "They serve our communities every day, but they're structurally excluded from the very healthcare benefits that most full-time employees take for granted."
According to the U.S. Bureau of Labor Statistics, over 26 million Americans currently work part-time. Of those, only 23% have access to employer-sponsored healthcare. That leaves tens of millions either uninsured or dependent on high-cost, limited-access alternatives.
"It's not just a policy failure-it's a visibility failure," said Zabasky. "These people are not reflected in most benefits conversations because they fall outside the traditional full-time mold. But they still get sick. They still need care. And right now, they're largely on their own."
Zabasky's own company, WorXsiteHR, provides no-cost healthcare coverage through the HealthWorX Plan to workers often excluded from benefits. But he says solving the broader issue requires more than one solution.
"We have to stop thinking of part-time work as temporary or disposable," he added. "Many people rely on multiple part-time jobs just to make ends meet. That shouldn't disqualify them from receiving healthcare."
The impacts are far-reaching. Uninsured workers are less likely to seek preventive care, more likely to delay treatment, and more prone to chronic health issues. In turn, employers experience higher turnover, lower productivity, and greater absenteeism.
"When we talk about underserved communities, we often think geographically," Zabasky said. "But there's a whole class of people-right in the heart of our workforce-who are economically underserved by default."
Zabasky urges individuals, business leaders, and policymakers to take action-starting with education and local audits.

For employees: Review your employment status and ask what benefits you may be eligible for. Don't assume part-time work means no options.

For employers: Assess your healthcare offerings and consider Section 125 and ERISA-compliant models that can reduce costs and expand coverage-even for part-time staff.

For policymakers: Support legislation that rewards inclusive healthcare models and incentivizes innovation, not just regulation.
"People assume this issue is too big to fix," Zabasky said. "But the truth is, much of the solution already exists. We just have to be willing to build systems around it."
