President Islam Karimov

Dear fellow countrymen, friends!

It gives me a profound pleasure to congratulate all of you from the bottom of my heart on the forthcoming New Year 2007.

Each of us in these exciting moments on the eve of the New Year involuntarily recalls all that we have experienced – our concerns, joys and unforgettable events in our life in the outgoing year.

I am convinced that the outgoing year 2006 has left a significant impact in our country's life, first of all, in the course of implementing vital reforms and renewing our society, ensuring a stable rate of economic growth and enhancing the well-being of our people.

High gains our country has achieved in 2006 are evidenced, first of all, by specific figures and indexes. In fact, the rate of economic growth continued to remain stable and made up 107,2%, exports increased by almost 30%, gold and foreign currency reserves – by 33%, the state budget – by 27%. The real salaries of workers, pensions, student grants and welfare payments grew by about 36%, while the inflation rate did not exceed 7%.

The outgoing year, named the Year of Charity and Medical Workers, has left its vivid mark, above all, by the scale of good deeds implemented in the sphere of people’s healthcare and enhancing the level of their medical service, concrete and real help and support rendered firstly to the needy strata of the population, disabled people, pensioners and the lone elderly.

For these purposes more than UZS 280 billion were spent from the state budget and sponsor funds.

Today we are well aware that all these accomplishments of the last year – a stable economic growth and real enhancement of the people’s living standards – are the result of further deepening the process of democratization and renewing the society, our daily efforts to carry out the tasks of modernizing the country, accelerating the political and economic reforms, liberalizing the state governance.

Our successful progress we directly connect with implementation of concrete measures aimed at large-scale expansion of the legislative and practical base and opportunities for development of private property, small business, farmers in rural areas that should by right become a backbone of society and decisive force towards the progress of our country.

We are pleased with concrete results, which we vividly feel in our life from implementation of national programs, including the Program for cadres training and development of secondary education, whose main goal is to bring up the harmoniously developed, versatile educated and thinking generation destined to handle difficult tasks of the present and future of our country.

Speaking about positive advances taking place in the life of society and the country, I would like to stress with special satisfaction the fact that I consider to be the most important characteristics of our modern reality.

It is about how rapidly is changing the inner world of our people, their attitude to life, how is their interest growing to the world around, how they are becoming more and more socially and politically active and looking into the future with a growing confidence.

I am confident that all people living in our blessed land, irrespective of their nationality, language, faith, views and creed, understand well and highly appreciate the most precious wealth of our today’s life, invaluable gift Allah Almighty endowed us -- the peaceful life and stability, ever-strengthening atmosphere of mutual respect and accord within our society.

Dear friends!

Few minutes remain till the commencement of the New Year 2007. Each of us makes his innermost, the most sincere wishes, which are peace and comfort, goodness and well-being to each family, each home, stability and prosperity in the country.

I think you, my dear fellow countrymen, will agree with me that the implementation of all these hopes and strives in the upcoming year, in view of complex and troubled situation in our region and world as a whole, first of all, requires from us the mobilization of all efforts and opportunities to ensure the security of the country, inviolability of its borders, protect from any threats to peaceful life and tranquility of our people.

We all clearly realize the necessity of continuing and deepening the ongoing large-scale reforms in the country. Accelerating the political reforms, further growth of the population’s social activity and awareness of resolutions being adopted as well as greater opportunities to influence their implementation and further strengthening of public control are of great and vital significance.
In the new year we will surely continue the gradual work started in 2006 and previous years to develop the social and economic spheres and improve the quality of people’s lives, in particular, further increase of salaries, pensions, student stipends and allowances, to a degree not less than in the passing year.

We will continue to focus on the issues of protection of motherhood and childhood, upbringing of the healthy generation, rendering of comprehensive care and support to our dear veterans.

I am confident that we all understand well that behind the announcement of 2007 as the Year of Social Protection lie such high, noble and at the same time the concrete objectives as material and moral support of the needy and poor, meeting the interests and needs of our population, and in the long run the strengthening in our society the goodness and generosity, humanism and mutual understanding.

Undoubtedly, everything created by tireless work of our people over the years will enable us to carry out all of the set goals for the New Year, make life of our people more decent and meaningful.

Dear fellow countrymen!

Once again I congratulate you on the forthcoming New Year, wish you all a sound health, happiness and good luck!

May 2007 be kind and successful year!

May peace and tranquility prevail in our country!

May prosperity and abundance come to your households!

Happy New Year, dear friends!

Islam Karimov,
President of the Republic of Uzbekistan
