New Post-Conflict Reconstruction Certificate Program Approved at Syracuse University

Syracuse, NY – A new certificate of advanced study (C.A.S.) in Post-Conflict Reconstruction (PCR), to be offered by the Maxwell School of Citizenship and Public Affairs and the College of Law of Syracuse University, was approved this week by the New York State Education Department (NYSED). The certificate program, open to all graduate students enrolled at Syracuse University, is a pathbreaking interdisciplinary initiative designed to bridge complex fields of research and practice by preparing students for careers in post-conflict stabilization, reconstruction and peacebuilding environments.

“This program is truly unique among our peer institutions – we’ve brought together faculty from three top research institutes to integrate the new certificate into a larger teaching and research program that will contribute new professionals ready to go to work in this area,” said William C. Banks, director of the Institute for National Security and Counterterrorism (INSCT), the nonprofit research center which shepherded the creation of the certificate program.

Dr. Bruce W. Dayton, associate director of the Moynihan Institute of Global Affairs, added, “This certificate addresses a critical need for competent, adaptive professionals who understand the full range and complexity of security, governance, and humanitarian challenges in post-conflict societies.”

For award of the certificate, participating graduate and law students will complete three courses and one capstone project or internship. The new certificate program will be available to students beginning in the fall of 2010.

About the Institute for National Security and Counterterrorism (INSCT)
INSCT was established at the SU College of Law in 2003 through the vision of Professor William C. Banks, with the support of Dean Hannah R. Arterian. Beginning in the 2004-2005 academic year, the Maxwell School of Citizenship & Public Affairs, with the support of Dean Mitchell B. Wallerstein, joined
the College of Law in sponsoring the Institute. INSCT is dedicated to interdisciplinary teaching, research, and public service focused on important national and global problems of security and terrorism. INSCT faculty and graduate students pursuing professional and doctoral degrees engage in advanced coursework toward specialty certificates in security and terrorism studies. They collaborate in the development of innovative interdisciplinary courses and seminars, such as Perspectives on Terrorism, team-taught by political science, history, communications, international relations, public administration, and law faculty.
