PennCare’s Don Bloom Joins US Department for Haiti Relief Effort
Niles, Ohio, January 29th, 2009…Don Bloom, Vice President and co-owner of PennCare, Inc. is a victim identification expert with a slew of experiences in handling mass fatality disaster responses. Don is part of the Disaster Mortuary Operational Response Team (DMORT) for the Health & Human Services; National Disaster Medical System (NDMS). Don’s latest deputation is to assist the US State Department’s earthquake relief efforts in Haiti with his expertise in victim identification.Having worked closely with other experts in crisis and emergency response situations from 9/11 to Hurricane Katrina, tornadoes and air crashes, Don is an able representative of the private sector assisting government agencies in the world relief efforts for Haiti. Working out of HHS Headquarters in Washington DC, Don will offer regular first-hand updates on the relief work that he is a part of over the next six weeks. Bloom is the author of the Victim Identification Profile (VIP Program) used by the National Disaster Medical System (NDMS) / Disaster Mortuary Operational Response Team (DMORT). The program is used to collect ante mortem information from Reported Missing and compare it to the post mortem data collected from human remains in mass fatality responses. Mr. Bloom is also an active speaker for many Disaster training groups and has spoken both regionally and nationally on Disaster related topics.
In addition to serving as the Deputy Commander for the Health & Human Services NDMS/DMORT Family Affairs Division, Mr. Bloom is an Emergency Medical Services instructor for the Ohio Department of Public Safety and the Chief of the Ohio Funeral Director's Disaster Response Team.
