Haynes and Boone International Partner Sergei Lomako Becomes State’s First Russian Foreign Legal Consultant

HOUSTON – Haynes and Boone, LLP Partner Sergei Lomako of the Houston and Moscow offices has become the first and only Texas-based attorney to be certified as a Russian Foreign Legal Consultant by the Texas Supreme Court under new rules adopted two years ago.

Mr. Lomako, a member of the firm’s energy, corporate and international practices, splits time between Russia and Texas, although he is primarily based in Houston. The certification means that he is permitted to advise clients on Russian laws while on Texas soil.

"Sergei’s certification, experience and background heightens the level of service we can offer clients in evolving European markets,” said Ken Broughton, the Houston administrative partner. “With this new tool, Sergei is an even more valuable addition to our diverse and experienced team."

Mr. Lomako’s practice is concentrated on access of Western businesses to petroleum industries in the countries of the Former Soviet Union. His expertise includes international petroleum transactions, foreign states’ public policies, government relations, international law of the sea, and international commercial dispute resolution.

His representative experience includes matters involving participants based in jurisdictions such as Argentina, Austria, Azerbaijan, Belarus, Belgium, Canada, Cyprus, Finland, France, Germany, Kazakhstan, Kyrgyzstan, Malta, Mexico, the Netherlands, the Russian Federation, Switzerland, Turkmenistan, the United Kingdom, Ukraine, the U.S.A., USSR, and Uzbekistan.

Mr. Lomako earned his LL.M. from the University of Houston Law Center, a Graduate Degree from the Academy of Foreign Trade at the Ministry of Foreign Economic Affairs of the USSR, a Ph.D. in International Law from the Institute of State and Law of the Academy of Sciences, and a B.S. from Novorossiysk Higher Marine and Engineering College. He is qualified in the USSR and the Russian Federation. Mr. Lomako is fluent in Russian, Ukrainian and English.
