Gambling, in a variety of forms, has long been an important part of American Indian culture and tradition. Today, gambling provides many tribes with revenue for essential governmental services. The Indian Gaming Regulatory Act (IGRA), passed by Congress in 1988, is the centerpiece of Indian gaming law today, and established three classes of regulation: Class 1: Traditional Indian gaming and social gaming for minimal prizes; Class 2: Bingo, anything related to bingo, and many non-banked card games, that is, games that are played exclusively against other players rather than against the house; and Class 3: Extremely broad, this class includes basically everything else, with each form of gambling available to the Indian Casino separately under petition and restrictions.

The IGRA tries to strike a balance between the rights of tribes to act free from state jurisdiction, and the state's interest in regulating and taxing businesses within their borders. The past few months have brought up interesting controversies concerning Indian gaming regulations and tribal governments have to always be diligent about making the public understand the strict policies they have for their properties.

The success of Indian gaming often puts tribes in the position of being the largest (or one of the largest) employers in the counties they occupy. This often gives tribes greater political and economic power then the dominate society wants them to have. Tribes must learn to be able to use their new found financial and political power to their advantage.

All these social and political factors effect directly the media that Indian Gaming Casinos can and should implement to entice their customers to come on it, even in this downward economy. By producing concerts and entertainment shows like non-tribal casinos, adding the same excellent golf courses and doing charity events, all work well, and this study shows that appropriate web development and print support can go a long way to promoting the power of our American tribes.
