(openPR) - Tunstall, the leading provider of telehealthcare solutions, has appointed David Kelly OBE as Managing Director of Scotland and Ireland to promote telehealthcare as an integrated element of health and social care delivery.
He will lead Tunstall’s in-country teams in Scotland and Ireland to support customers across each region, and will be working closely with health and social care professionals to develop models of care which use telehealthcare to improve healthcare outcomes for service users as well as ensuring the best possible use of resources.
David joins Tunstall from West Lothian Council, where he was Director of Social Work, Housing and Health for 13 years, and responsible for developing the largest mainstream telecare deployment in Europe. This pioneering service was instrumental in paving the way for other local authorities in Scotland and across the world, to bring telecare into the heart of modern health and social care systems.
Telecare is an integrated part of health and social care in West Lothian and is currently used in 3,500 houses covering 5,000 people, ranging in age from 8 years old to over 100 years old. The outcome of this programme has seen the average length of stay in nursing homes reduce from over 3 years to less than 1 year; the number of patients blocking hospital beds reduce from over 90 at any one time to zero; all based on a business case.
According to David: “Telehealthcare clearly has the potential to transform health and social care. Its ability to save lives and support independence and well-being has been proven in West Lothian, and is set to play an increasing role in supporting integrated, person-centred care within the community setting.”

We are now working closely with other councils across Scotland and Ireland to further extend to use of telehealthcare to improve quality of life and keep people health, safe and in control in their own homes, and David’s experience will play a central role in helping us to achieve this.”
From 2005 David was seconded as Director of West Lothian Community Health and Care Partnership, an organisation set up by NHS Lothian and West Lothian Council, which brought together all of the Primary Care and Social Work in West Lothian to develop integrated pathways of health and care. His wealth of experience and knowledge was recognised by local government and in 2006 he was awarded an OBE for services to local government in Scotland.
