In the target regions of Serbia and Bosnia-Herzegovina, municipal companies operating water and waste water infrastructures are faced with the conflicting challenges of dilapidated facilities, increasingly strict environmental standards, municipal policy interests and a lack of financial resources. Water and waste water levies fail to cover the costs for political reasons so that necessary investments in the infrastructure are usually possible only with international subsidies. Especially in the management and administration of the supply and disposal companies, the urgently needed modernisation is proceeding with extreme sluggishness. Awareness of the cost-effective operation of water and waste water infrastructures is often lacking along with the willingness to invest in corresponding measures. The use of modern management software is however essential in order to attain European standards and to improve the efficiency of water operations.

This is because investments in new infrastructure only make sense if it is possible to ensure that these complex structures are properly managed and operated. “Building awareness of the importance of using such software systems can only be fully realised by working with them, thereby establishing a practical relationship,” explains Malte Martin, International Key Account Manager and Trainer at BARTHAUER. He has previously made the same experience in many other countries. He reports that implementing suitable software often fails because those responsible fail to appreciate or are unable to adequately assess the benefits offered by the efficient use of software systems for data management in regards to future strategic development in proportion to the significant time and money required.

This is why BARTHAUER has submitted ideas for effectively raising professional standards in the water and waste water sector. The project objective is to bring the topic of “municipal data management” to the target countries as a prerequisite for strategic action. This makes it possible to avoid unsuitable developments in the future, such as those observed in neighbouring countries in the region (incorrect dimensioning, unclear rehabilitation priorities, massive deposits in sewers etc.). However, the efficient management of highly complex infrastructures can only be realised by developing local resources and competencies over the long term.

This development is initiated by providing training tailored to the needs of the region to drinking water or sewer network administration operations. Barthauer Software GmbH organises and implements customer self-help groups and user gatherings. Setting up local competency and service centres according to the train-the-trainer concept ensures the continuous transfer of knowledge. BARTHAUER is working closely with a local partner who will remain engaged on site as a service provider for professional data management even after the end of the project in 2018.

With the develoPPP.de program, the BMZ is supporting companies that are able to offer secure jobs as a result, impart technical know-how and implement technologies that are viable for the future in areas where the need for action is particularly high. The companies bear at least half the total costs themselves. Jürgen Barthauer, CEO of BARTHAUER, sums up: “We see the develoPPP.de project as a unique opportunity to gain a foothold in challenging markets such as Serbia and Bosnia-Herzegovina while simultaneously realising our entrepreneurial responsibility at the global level.”
